d rT 0 REQUEST FOR QUALIFICATIONS NO. 14 -07 -02 Roadway Design Urban roadway design has become a much more complex issue in recent years. The issues of streetscape and complete streets design are much more prevalent in South Florida. The initial steps in our approach for the upgrade of an existing road would be to evaluate the following: • Pedestrian connectivity deficiencies (e.g., need for additional crosswalks to match desire lines) • Bicycle accommodation deficiencies (e.g.. missing links between key bike corridors, on- street impediments, areas difficult to access by bike). • Sidewalk deficiencies (e.g., width, surface material, accessibility issues). • Deficiencies in transit operations. • Traffic operations deficiencies (e.g.. lane configuration, turn lane designations, signal phasing and timing). • Dark areas and those with non - pedestrian scaled-street -lighting Having evaluated the deficiencies, we would look for alternative designs that would address these issues. During this discussion, we obtain answers to the following questions: Why are we conducting this study? The answer to this question generally provides a focus for the study. The study could be in response to a citizen complaint, an agency request, or traffic problem identified by the City. Are there any problems that have already been identified at the study location? If this is the case, our team will focus on the problem. This usually results in quicker identification of solutions. When a citizen or an agency has identified these problems, we prefer to interview, via telephone, or better yet, in the field, the individual(s) responsible for the complaint (with the permission of the City).
