In addition to certifying the vehicle with forms, photographs shall be taken of each vehicle showing the vehicle <br />number and type of vehicle. These photographs shall be attached with the certification. Original copies of these <br />certifications, including photographs shall be retained by the Contractor on behalf of the City. Original <br />certifications retained by the Contractor on behalf of the City shall be turned over to the City upon completion of <br />the project. Additional copies shall be provided to the debris removal. DP&O's documentation and truck <br />certification process is FEMA approved. <br />Each Certified truck & equipment will be given a "BAR CODE" to facilitate easy truck identification at load <br />or DMs/Disposal site and for tracking each load time, status, and completion. Adhesive placards are affixed to <br />each certified vehicle that provide name of Debris Contractor, the unique vehicle number such as "DT101," etc. <br />and the certified net volume in cubic yards. These placards are adhesive and cannot be removed and affixed to <br />another vehicle. These placards are able to be photographed by the Debris Management Site Monitors/Tower <br />Monitors as well as by the DP&O Automated Debris Management System (ADMS) when a barcode is added to <br />the placard. <br />Based on the storm generated debris amounts and the required crews/trucks, several truck certification teams <br />should be assigned to eliminate lines of trucks causing traffic hazards and allow the Debris Removal Contractor <br />to commence debris removal quickly and effectively. The majority of the vehicles presented to DP&O for <br />certification will be certified and placard applied at the time of certification and the vehicle released for <br />assignment at that time. DP&O has very little delay in its vehicle certification process as time is of the essence to <br />begin debris removal. <br />PREPAREDNESS. TRAINING. PLANNING. AND EXERCISES <br />DP&O will provide the client staff department training to include the following but not limited to: <br />A. Assist in disaster recovery plan development. <br />B. Provide training, participate in exercises, review, and assist with debris plan updates, and visit with City <br />staff to be assigned to debris management activities during the coming year. <br />C. Provide training sessions for key City personnel participating in exercises, and liaison to City EOC during <br />activations. <br />D. Participate as liaison in City EOC during activation. <br />E. Attend and participate in several planning and training meetings, including one annual exercise. The <br />annual exercise shall not conclude until the City Contract Manager has deemed the debris management <br />plan is actionable. <br />F. Assist the City in preparing Federal and State reports and applications for reimbursement, including pre <br />incident or event training agency/department employees. <br />G. May be requested by the City to provide technical expertise and guidance to support the City during the <br />emergency recovery effort including, but not limited to, preparedness, as well as assisting in emergency <br />debris recovery planning efforts such as disaster recovery plan development, identification of adequate <br />resources, training, exercises, and liaison to City Emergency Operations Center (EOC). <br />H. Shall be responsible to build out a monitoring plan in conjunction with the management plan and overall <br />City plan, with regards to debris. <br />PROJECT DIRECTOR: <br />Provides Direction and Strategy of all Project Tasks and additional client requests. Provides leadership direction, <br />interface and communications with any Subject Matter Experts and Trouble shoots Site Operations / obstacles <br />and FEMA PA Negotiations, Guides Project Management with all aspects of Project and Field Operations to <br />ensure the best time and cost-effective strategies are implemented and support resources available. <br />53 <br />117 <br />
