The site, the former <br />Orange Bowl, was contaminated by arsenic in the soil and <br />groundwater. The groundwater was very shallow and required <br />dewatering to enable construction. Excavations were to occur <br />in the Miami Limerock, which is highly permeable but not <br />suitable for many methods of dewatering. <br />Multiple contractors retained Langan to provide dewatering <br />design and permitting services for multiple phases of the <br />foundation and utility construction at the entire project site. <br />Langan designed a construction dewatering system that <br />treated the highly turbid dewatering effluent for both <br />suspended solids and arsenic. The system consisted of open <br />sump pumps that were pumped into on -site exfiltration <br />trenches or deep wells. Langan permitted the dewatering <br />system with the Miami Dade County Department of <br />Environmental Resources Management and South Florida <br />Water Management District. The team also permitted the use <br />of drainage wells to receive the effluent with the Florida <br />Department of Environmental Protection. In addition, Langan <br />provided consultation and testing services regarding the <br />management of on -site contaminated soils and imported fill. <br />Langan's services allowed the project begin on time and the <br />system worked successfully, allowing dewatering to continue <br />without ceasing for permit violations. <br />The work was conducted on a highly accelerated schedule to <br />comply with Major League Baseball's opening day <br />requirements. <br />27 <br />
