LUNACON <br />YOUR CDN57RLICTION PPRTRER <br />and quality control approach, a preparatory safety assessment of the project specifications, <br />conceptual design, training requirements, and governing regulations is performed to identify <br />project safety requirements accurately. During the project planning stage, site-specific <br />documentation, such as the Fall Protection Plan, Weight Handling Equipment Plan, APP, <br />AHA, Health and Safety Plan, etc., are developed. During project execution, but as a function <br />of the quality control program, independent, frequent, and targeted safety inspections are <br />performed to ensure that project plans are being adhered to and applicable sections of <br />OSHA and EM 385-1-1 are followed. The Project Team continuously collaborates to assess <br />overall project safety, identify areas of weakness, and implement corrective measures. <br />Lunacon has established a proven strategy for successful subcontract administration based <br />on this approach. <br />o Before site work begins, Lunacon initiates a Subcontractor Coordination Meeting to <br />develop a mutual understanding of safety objectives, identify critical control <br />measures, discuss implementation and inspection, identify the lines of authority and <br />communication, and establish quality and safety expectations. Attendance and <br />participation from subcontractor Lead personnel is mandatory. <br />o After the subcontract award, subcontractor site personnel attend a mandatory <br />"Safety Orientation Course" conducted by Lunacon to define the rules and <br />requirements about safety and the subcontractor's responsibilities and authorities <br />to promote safety on site. <br />n Subcontractor site personnel also attend daily tailgate safety briefings. Particular <br />emphasis is placed on AHAs, the specific DFOWs to be executed by each crew, <br />governing regulations, emergency response actions, communication, and the <br />hazards associated with multi-employer work sites. <br />o Lead subcontractor personnel are included in Preparatory and Initial Phase Meetings <br />for each DFOW as part of our USACE-derived quality control program. Safe <br />inspection objectives, frequencies, and features are identified and initiated; AHAs <br />are reviewed and updated as necessary; training records are reviewed; competent <br />persons are identified; required testing parameters are confirmed; and permits are <br />issued. <br />o Weekly progress meetings are held to discuss safety inspection and testing results, <br />current and potential trends affecting safety, corrective actions taken and <br />implemented, lessons Learned, and upcoming requirements. Safety issues directly <br />affectingsite personnel are addressed and corrected immediately. <br />o Since multi -task execution potentially affects all site personnel, any person <br />(including subcontractors) has stop work authority upon observation of a potentially <br />unsafe activity on site. <br />c Enforcement Procedures (i.e., disciplinary actions implemented afterviolations).
