However, the sheriff is 401 <br />the employer of his or her employees, and the sheriff retains 402 <br />full and complete control and authority over the hiring of his 403 <br />or her employees and the terms and conditions of employment, 404 <br />including employee discipline and termination of employment. The 405 <br />provision of human resource services by the county to the 406 <br />sheriff does not create a joint-employer relationship.
