To satisfy compliance with this subsection and to 427 <br />establish the office of the sheriff in a manner that minimizes 428 <br />unnecessary financial expenditures, the county and the sheriff 429 <br />shall execute an interlocal agreement addressing the 430 <br />requirements of this subsection and other expenditures, 431 <br />including an appropriate phase-in period for identification of 432 <br />the sheriff's assets with the sheriff's markings to minimize the 433 <br />cost to taxpayers. The interlocal agreement shall have a term 434 <br />that ends no earlier than September 30, 2028, and may be 435 <br />amended, renewed, extended, or newly adopted at any time 436 <br />following the expiration or termination of the agreement. After 437 <br />the initial period ending no earlier than September 30, 2028, an 438 <br />interlocal agreement may be entered into between the county and 439 <br />the sheriff which provides for the same or different 440 <br />requirements as set forth in this subsection. 441 <br /> Section 7. For the purpose of incorporating the amendment 442 <br />made by this act to section 768.28, Florida Statutes, in a 443 <br />reference thereto, paragraph (h) of subsection (3) and paragraph 444 <br />(k) of subsection (15) of section 163.01, Florida Statutes, are 445 <br />reenacted to read: 446 <br /> 163.01 Florida Interlocal Cooperation Act of 1969.— 447 <br /> (3) As used in this section: 448 <br /> (h) "Local government liability pool" means a reciprocal 449 <br />insurer as defined in s. 629.011 or any self-insurance program 450
