ARTICLE 24 <br />TRANSFERS, SHIFT CHANGES AND SUBSTITUTIONS <br />Section 1. It shall be the sole right of the City to transfer employees within the Police <br />department for the betterment of the service providing such transfers are accomplished in an equitable <br />manner, consistent with the health, safety and welfare of the City. <br />Section 2. Normal schedule changes shall be posted at least fourteen (14) days in <br />advance. Unless mutually agreed by both parties, schedule changes made, in between normal rotations, <br />shall only be made with a minimum of one (1) week notice. <br />Section 3. Voluntary exchange of individual workdays between employees of <br />like rank may be permitted with the approval of Shift Supervisors provided such swaps do not interfere <br />with the orderly operation of the Police Department. <br />Section 4. Except in emergency situations, whenever a shift rotation or transfer occurs, <br />employees will be entitled to at least eight (8) hours off-duty before returning to work. An employee <br />may not be required to use their accrued leave time to satisfy the requirements of this Section. <br />Normally scheduled days off will not be altered to meet the requirements of this Section. This <br />requirement does not apply to an assignment effected at the employee's request. <br />Section 5. Schedules maybe adjusted by the Department to allow for training to comprise <br />the normal work week or day in place of the regularly scheduled shift. <br />Section 6. Employees may, with the consent of their supervisors, request to exchange <br />shifts among unit personnel. All exchanged shifts shall be in writing. No overtime shall result from <br />the exchange. <br />Section 7. Employee medically evaluated as fit for light or limited duty will be assigned <br />to tasks and work locations consistent with their ability to perform and departmental needs. Usually, <br />the assignments will be of such a nature that the employee will be utilized to augment the regular <br />work force and not to displace those persons permanently assigned to the unit mission. <br />-36- <br />162 <br />
