Ability to Respond to Expedited Assignments
CAP understands that public agencies may occasionally require engineering services on an expedited basis due to
operational requirements, emergency conditions, construction needs, regulatory deadlines, or other unforeseen
circumstances. CAP maintains the organizational flexibility necessary to respond to these situations. When an
accelerated assignment is received, CAP's Project Manager will immediately evaluate the scope, required completion
date, available resources, and critical activities. Personnel will be assigned based on technical qualifications and
availability, and the work will be organized around the City's most critical milestones.
CAP will communicate directly with the City's Project Manager to confirm priorities, establish an achievable work
sequence, and identify any information or decisions required from the City to support expedited delivery. CAP's
organizational flexibility allows project personnel to be reassigned or supplemented when necessary to accommodate
competing deadlines. This provides the City with confidence that the initiation of a new assignment will not
unnecessarily compromise the schedule of an existing project.
The Project Manager will establish priorities based on the City's requested deadlines and project needs and will
coordinate internal resources accordingly.
Quality and Schedule Performance
CAP understands that meeting a deadline should never be accomplished by sacrificing engineering quality. Quality
assurance and quality control activities are therefore incorporated into the project schedule from the beginning of the
assignment. Adequate time is established for technical review, interdisciplinary coordination, checking of calculations,
review of drawings and specifications, and incorporation of comments before final submission. By planning these
activities into the schedule rather than treating them as final-step activities, Regular communication with the City is an
essential component of CAP's schedule management approach.
The Project Manager will maintain communication with the City's designated Project Manager throughout the
assignment and will provide updates appropriate to the size and complexity of the project. CAP will promptly identify
information, decisions, approvals, or clarifications required from the City that could affect the schedule. By
communicating these needs early, the City has an opportunity to respond before they become critical-path issues.
CAP will also promptly communicate any requested changes to the scope or project requirements and evaluate their
potential effect on schedule, staffing, and deliverables. This allows CAP and the City to establish priorities and make
informed decisions while maintaining control of the project schedule.
Commitment to Meeting City Deadlines
CAP's approach to schedule management is based on planning ahead, maintaining accountability, monitoring
progress, and acting early when challenges arise. We recognize that the City relies on its engineering consultants to
be dependable partners who can respond to changing priorities while continuing to meet established commitments.
Our Project Manager will remain accountable for schedule performance and will coordinate the project team,
resources, technical activities, and Client communication necessary to maintain progress.
RFQ No. 26-07-014.2 - Overall Project Organization
RFQ No. 26-07-01
Q: How will CAP organize its project team, resources, responsibilities, and
coordination to successfully complete assignments for the City?
C.A.P.
