Project Initiation and Schedule Development
Upon receipt of a task order or Notice to Proceed, CAP's Project Manager will promptly initiate the assignment and
review the City's requirements, available information, scope of services, anticipated deliverables, and established
completion date. A project kickoff meeting will be conducted, when appropriate, with the City and CAP's project team to
confirm project objectives, priorities, communication procedures, deliverable requirements, and critical schedule
constraints.
Following the kickoff, CAP will develop a detailed project schedule that works backward from the City's required
completion date. Major activities will be broken into manageable tasks with specific start and completion dates. This
allows the Project Manager to identify the amount of time available for investigation, design, calculations, coordination,
internal review, revisions, and final production while maintaining adequate time for quality control prior to submission.
Resource Allocation and Staffing
CAP will assign qualified personnel based on the technical requirements of each assignment and the individual's
experience, availability, and workload. The Project Manager will establish responsibilities at the beginning of the
assignment and will ensure that adequate staff are available to maintain the established schedule.
For assignments involving multiple engineering disciplines or concurrent tasks, CAP will coordinate staffing
requirements in advance to avoid resource conflicts. Additional qualified personnel may be assigned when necessary
to maintain progress or accommodate an accelerated schedule.
Milestone and Critical Path Management
CAP will identify critical milestones at the beginning of each assignment and monitor progress against those milestones
throughout the project.
Typical milestones may include:
Project kickoff and receipt of Notice to Proceed;
Existing conditions review and field investigations;
Preliminary engineering and design development;
Internal discipline coordination;
Design calculations and technical documentation;
Intermediate design submissions;
Quality assurance and quality control reviews;
Client review and comment resolution;
Final design and document preparation; and
Final submission and project closeout.
The Project Manager will continuously evaluate the project's critical path and the interrelationship between individual
activities. Activities that could affect subsequent work will receive particular attention so that potential delays can be
identified and addressed before they impact the overall completion date.
RFQ No. 26-07-014.2 - Overall Project Organization
RFQ No. 26-07-01
Q: How will CAP organize its project team, resources, responsibilities, and
coordination to successfully complete assignments for the City?
C.A.P.
