<br />Parking demand is addressed through utilization and turnover studies, with Erlang C modeling applied
<br />to valet and event operations. Circulation reviews incorporate AutoTurn and ROW analysis to confirm
<br />truck maneuverability and staging for loading zones, shuttles, and service vehicles (Amazon, UPS,
<br />FedEx). These evaluations also extend to recreational sites and parks, where parking turnover,
<br />pedestrian crossings, and weekend peak activity require tailored circulation solutions. These
<br />evaluations are essential to balance limited right-of-way with the City’s tourism-driven demand.
<br />Parking utilization studies in Sunny Isles Beach should have directly informed design decisions for both
<br />City-managed facilities and private developments, ensuring efficient operations in high-demand areas.
<br />4.5.Traffic Safety Analysis
<br />Sunny Isles Beach pursues its traffic and pedestrian safety initiatives through the overarching Miami-
<br />Dade County Vision Zero Plan, which aims to eliminate all traffic fatalities and severe injuries. In this
<br />context, CALTRAN applies the Intersection Crash Evaluation (ICE) methodology — developed
<br />specifically for Florida conditions — as the primary tool for identifying high-crash locations and
<br />prioritizing countermeasures. Crash data is retrieved from FDOT's Signal4Analytics platform and the
<br />Crash Analysis Reporting System (CARS), and analyzed for frequency, severity index, and crash type
<br />pattern. For pedestrian and bicycle safety analyses, we apply the FHWA Systemic Safety Project
<br />Selection Guide to identify low-cost, high-impact countermeasures. Our RSP1-credentialed project
<br />manager ensures all safety studies conform to the current Highway Safety Manual (HSM) and cite
<br />peer-reviewed crash reduction factors (CRFs). Key safety measures include the intersection safety
<br />cameras, the autonomous drone program and the County road upgrades as part of the high injury
<br />network.
<br />4.6.Schools, Special Facilities, and Safe Routes Planning
<br />For schools, universities, and other special facilities, CALTRAN
<br />prepares Traffic Operating and Safe Routes Plans that address
<br />student drop-off and pick-up circulation, queue management, bus
<br />operations, staggered arrival and dismissal schedules, signage,
<br />pavement markings, pedestrian crossings, and crossing-guard
<br />support. Our process begins with a review of existing plans, crash
<br />history, school operations, and available pedestrian, bicycle, and
<br />traffic data. We supplement this information through field observations, traffic counts, speed and
<br />queue studies, pedestrian and bicycle counts, and assessments of sidewalks, crossings, ADA
<br />accessibility, lighting, visibility, and conflicts among vehicles, buses, pedestrians, and cyclists. Proposed
<br />operational changes are simulation-tested when appropriate to verify that they improve safety and
<br />circulation without transferring congestion into surrounding neighborhoods. We will apply our Miami-
<br />Dade TPO Safe Routes planning experience in Sunny Isles Beach to prioritize needs, develop practical
<br />operational and infrastructure improvements, establish planning-level costs, and position eligible
<br />school-safety projects for available funding.
<br />4.7.Multimodal and Transit Planning
<br />Every project is evaluated for its impact on all users — pedestrians, cyclists, transit riders, and motorists
<br />— with multimodal LOS analyses per FDOT's QLOS Handbook conducted alongside standard vehicular
