CARLOS M. PEREZ, PE <br />SENIOR ENGINEER <br />PROFILE <br />Mr. Perez is a highly experienced civil engineer with over 27years of expertise in transportation <br />statistics and planning for the Florida Department of Transportation (FDOT). Throughout his <br />career, he has played a key role in delivering a wide range of critical services, including <br />Geographic Information Systems (GIS), Pavement Management System Analysis, Traffic <br />Monitoring Site selection and design, Roadway Characteristics Inventory, Highway <br />Performance Monitoring System, and Railroad Highway Crossing Inventory and Inspection. <br />His technical proficiency extends to industry-standard software such as MicroStation, ArcGIS, <br />Aladdin, HCM software, MS Access, and other Microsoft applications. In addition to his <br />analytical and data management expertise, Mr. Perez has contributed to the final design of <br />roadway lighting and signalization plans for FDOT’s Resurfacing, Restoration, and <br />Rehabilitation (RRR) and reconstruction projects. <br />Currently, he serves as a member of the FDOT Technical Task Force Committee for the State <br />TDA Office, where he provides valuable insights and technical guidance to support <br />transportation planning and development initiatives. <br />KEY PROJECTS <br />FDOT D7 | District Seven Traffic Statistics Program (2021-Present) | Project Manager <br />responsible for the administration and oversight of FDOT D7 routine and special traffic count <br />program. Responsibilities include managing multiple assignments <br />such as Project Traffic and Travel Demand Forecasting, Mobility Performance Measures, <br />Feasibility and Special Studies, Transportation Plan Development, and Data Collection. <br />Ensures the integration of data-driven insights and strategic planning to enhance regional <br />mobility, efficiency, and sustainability. The project’s assignments include 24, 48, & 72 hr. <br />traffic counts, researching and recording data into the Roadway Characteristics Inventory (RCI) <br />and Highway Performance Monitoring System (HPMS) databases, Straight Line Diagrams <br />(SLD), traffic counts, jurisdictional transfers, and GIS services.
