<br />Mr. Galeano has over 25 years of experience in traffic/ transportation engineering with a Master’s Degree in
<br />Management. Mr. Galeano has knowledge of software to conduct transportation planning analysis and travel
<br />demand forecasting. Working knowledge of state-of-the-art operations/micro-simulation software. He has
<br />demonstrated talent in assessing investment decision analysis in the transportation sector under a public/private
<br />perspective, utilizing financial models, cost/benefit, economic evaluation, programming, and planning of
<br />transportation facilities (highway & transit) investment procedure. Mr. Galeano has utilized transportation
<br />planning software (TransCAD, VISSIM, Cube, R, Synchro, HCS) and is the Discipline Director of the
<br />Transportation Professional Certification Board (TPCB).

<br />Manatee County | 2015-2021, 2023–2025 | Transportation System Engineer, Transportation
<br />Planning Division Manager | As part of the Manatee County Transportation Planning Division staff in
<br />different roles (transportation systems engineer and division manager), Nelson was directly involved in
<br />the Traffic Impact Analysis (TIA) review of all site development plans. In terms of comprehensive plan
<br />amendments Nelson directly participated on several mixed land use development such as Lake Flores
<br />(1,300-acre infill), Peninsula Bay (375 acres), North East Sector (6,595 acres with 14,500 dwelling units
<br />and 2,6 million of sq ft for office, retail and light industrial), and Gamble Creek (5, 040 acres with 1,152
<br />for residential, 1,108 mixed use, 200 for industrial, and 2,372 for agricultural among other standard land
<br />uses). These traffic studies provided technical support for decision makers and other county teams
<br />regarding thefuture of not only the land use but also the transportation infrastructure in Manatee County.
<br />Of special interest is the review of the Northeast Sector Comprehensive Plan Amendment, whichserved
<br />the Local Development Agreement (LDA 17- 01). The initial land use for the Northeast Sector, located
<br />north of State Road 70, south of State Road 64, east of Lorraine Road, and west of Bourneside
<br />Boulevard,comprised 15 discrete projects that included a total of 6,355 acres with initially 10,972single-
<br />family detached units, and 8.1 million sq ft for office, retail, and light industrial. Although thesubsequent
<br />amendment did not modify the total number of vehicle trips and no negative vehicular impact on the
<br />roadway capacity has been identified, concerns regarding the mobility impacts have been explicitly
<br />associated with limiting the mix of land uses and indirectly the form. The non-residential to residential
<br />ratio was used to demonstrate that a reduction inthis ratio implied a significant increasein the trip length
<br />between the initial land use and the new proposed one. Larger trips increase the vehicle miles of travel
<br />VMT with undesirable impacts on health and the environment. The County repealed transportation
<br />concurrency, and it required his deep participation in the definition of the new traffic study guidelines.

<br />VHB | Senior Transportation Engineer | 2022-2023 | |Mr. Galeano performed engineering-related
<br />duties as a lead project engineer, including transportation planning, traffic analysis, and design on
<br />complex transportation projects, and plan preparation. He led production of design deliverables,
<br />including plan preparation, reports, and technicalmemorandums. Client presentations to discuss project
<br />goals, challenges, and solutions were part of his duties. He also led and/or was part of a multi-
<br />disciplinary design team, including coordination with subconsultants. Mr. Galeano utilized QC/QA best
<br />practices in compliance with VHB and client standards while delivering related services associated with
<br />the construction bidding process and active construction. Finally, he led ad and/or was part of a multi-
<br />disciplined team in business development activities, including proposal development, presentations,
