JUAN PABLO ROMERO, EI <br />TRAFFIC ENGINEER <br />PROFILE <br />Mr. Romero is a highly skilled civil engineer with over 14 years of expertise in traffic <br />engineering, transportation planning, and data collection. His extensive background includes <br />leading and supporting a variety of traffic operations and planning studies. As Deputy Project <br />Manager for the Florida Department of Transportation (FDOT) Traffic Operations Office under <br />both the Districtwide Safety Studies Contract and the Districtwide Miscellaneous Studies & RCI <br />Data Collection Contract, Mr. Romero has provided comprehensive professional traffic <br />engineering services. <br />In this role, he has been responsible for the development, management, and oversight of traffic <br />operations and safety studies focused on intersections, arterial roadways, and corridor <br />improvements. His work has been instrumental in identifying safety and operational challenges, <br />performing in-depth evaluations, and delivering data-driven recommendations to enhance <br />traffic flow, improve roadway safety, and support informed decision-making for transportation <br />infrastructure improvements. <br />KEY PROJECTS <br />The projects outlined below involve comprehensive analyses supported by a variety of data <br />collection efforts, including turning movement counts, gap studies, Annual Average Daily Traffic <br />(AADT), Average Daily Traffic (ADT), speed studies, pedestrian and bicycle counts, queue <br />length studies, signal timing data, origin-destination surveys, travel time and delay studies, and <br />crash data analysis. Additionally, certain projects require traffic simulation modeling using <br />software such as PTV America Vistro, VISSIM, and Synchro, based on project-specific needs. <br />All analyses are conducted in accordance with established engineering standards and <br />guidelines, utilizing manuals such as the Manual on Uniform Traffic Control Devices (MUTCD), <br />the Highway Capacity Manual (HCM), the Highway Safety Manual (HSM), the AASHTO Green <br />Book, the Florida Design Manual (FDM), the Institute of Transportation Engineers (ITE) Trip <br />Generation Manual, and the FDOT Traffic Engineering Manual (TEM) to ensure accuracy, <br />consistency, and adherence to industry best practices. <br />Signal Warrant - Project Engineer | Conducted studies to determine if a traffic signal is justified <br />at intersections based on criteria from the Manual on Uniform Traffic Control Devices (MUTCD). <br />This analysis evaluated factors such as traffic volumes, crash history, delays, and traffic flow <br />patterns. This analysis involved reviewing traffic <br />volumes, crash history, delays, and opposing traffic conditions to identify potential conflicts and <br />justify left-turn improvements.
