STEVAN GONZALEZ, PE <br />TRANSPORTATION ENGINEER <br />PROFILE <br />Mr. Gonzalez has provided In-house Support to FDOT D6 as part of the planning and modal <br />office. For the D6 Planning Office, he has been tasked with reviewing reports that include <br />environmental studies, planning and environmental development (PD&E) studies, traffic <br />forecasting, 18-kip equivalent single axle loading (ESAL) reports, level of service analysis,and <br />crash analysis. He is also involved in developing and reviewing various maps including the <br />Roadway Atlas and Work Program Maps. He is responsible for the yearly analysis of the district <br />pavement condition report through the Enhanced Pavement Management Program. <br />Additionally, he has been involved in performing Roadway Characteristics Inventory (RCI) <br />throughout Districts 4 and 6 of the Florida Department of Transportation (FDOT) and has <br />experience updating characteristics in the RCI database. <br />As part of the freight unit for the Modal Development Office (MDO), Mr. Gonzalez has acted as <br />the project manager for several projects, including NW 36 Street PD&E Study, Golden Glades <br />Truck Travel Center (GGTTC), Truck Parking Site Feasibility Study, Truck Parking Supply and <br />Demand Study, and Port of Miami Freight Mobility Study. In addition, Mr. Gonzalez maintained <br />ongoing coordination between the department and various partner agencies and public <br />organizations including Miami-Dade Transportation Planning Office (TPO) and the Freight <br />Transportation Advisory Committee (FTAC). His efforts also include assisting the department <br />with technical aspects such as developing design concepts, preparing scopes for various <br />projects, project prioritization, and evaluating cost estimates. <br />KEY PROJECTS <br />City of Sunny Isles Beach Continuing Services Agreement (2021) | Provided engineering <br />services for multiple tasks such as: Central Island Lighting Inspection, Traffic analysis for <br />intersection improvements, signalization design and data collection. In addition, Caltran <br />developed a master plan for Central Island including modification to the School Operating Plan <br />for the Norman S. Edelcup/Sunny Isles Beach K-8. <br />Pedestrian Bridge Justification Report, A1A between 178th St and 183rd St, City of <br />Sunny Isles Beach (2018-2019) | Provided justification report; included 12-hour pedestrian <br />and bicycle data collection at existing mid-block crossing, traffic volume and pedestrian <br />behavioral data collection and analysis for existing and future build-out scenarios. Micro <br />simulation analysis performed to assess delay imposed on network by mid-block crossing. <br />Analyzed safety concerns, assessed crash data, conducted cost-benefit analysis based on <br />construction cost and benefits from travel time and safety improvements. Contact: Claudia C. <br />Hasbun, City of Sunny Isles Beach, 305-792-1757 <br />FDOT D6 | Scoping Report Contract, Development of Enhanced Pavement Management <br />Program,(2016-Present) | Provided engineering services through the analysis of the districts <br />pavement condition to ensure the Department can accurately identify, list, prioritize and <br />recommend all deficient and prone to be deficient pavement segments that are not covered by <br />pavementrestoration type project for scoping and programming. Responsibilities also included <br />evaluating State Material Office Pavement Condition Survey and cross-referencing against <br />FDOT’s adopted Work Program to identify gaps between projects that require restoration, <br />analyzing the departments lane miles targets, forecasting pavement deterioration, pavement <br />age, and coordination with Design office and scoping section.
