SMILEY URENA, PE, PTOE, RSP1 <br />TRAFFIC ENGINEER <br />PROFILE <br />Mr. Urena has worked on intersection safety reviews/studies, qualitative assessments, corridor <br />feasibility studies, signal warrant (including RRFB mid-block crossing) analysis and parking <br />studies. He has performed trip generation and distribution, intersection sight distance adequacy <br />analysis, access management standards review, historical crash review, Traffic Signal <br />Warrants, and Conceptual Safety and Operational Intersection Improvements. Mr. Urena has <br />also elaborated numerous engineering and construction cost estimates based on the Florida <br />Department of Transportation basis and pay item information and the Long-Range Estimate <br />(LRE) system. <br />Mr. Urena has been involved in various planning, studies, and data collection projects. He is <br />experienced in conducting various types of traffic studies including traffic counts, vehicle <br />classifications, turning movement studies, historical crash analyses, speed studies, travel time <br />and delay studies, parking studies, vehicle gap studies, and roadway characteristics inventory. <br />KEY PROJECTS <br />FDOT D4 | DW Transportation Statistics Contract (2019-ongoing) | Responsible for <br />supervising traffic and roadway data collection and analysis for the Statistics Unit in the <br />Planning Office. Project assignments include 24, 48, & 72 hrs. Traffic counts, researching and <br />recording data into the Roadway Characteristics databases, Straight Line Diagrams (SLD), <br />traffic counts, jurisdictional transfers, and GIS services. Included roadway conditions and characteristics assessments (typical <br />section, cross slope, transitions, pavement among others), traffic operations assessment at <br />main intersections. Conducted detailed 5-year crash analysis, supplemented by future <br />conditions report with recommendations and safety improvements to increase driver safety and <br />improve usability of corridor for multiple modes of transportation by inclusion of shared multi- <br />use path. Included development and selection of multiple typical section alternatives; evaluated <br />constructability, environmental impacts, safety, usability and costs. Conducted traffic impact analyses for expansion <br />of Regional Park and new amphitheater, including noise evaluations; served as peer reviewer <br />for traffic impact studies such as Somerset Academy and large developments such as Lennar <br />Univision. Prepared signal warrants, signing & pavement markings certifications inspections <br />and civil plans for new intersection improvements for fountains of Miramar and new <br />signalization improvements for Pembroke Rd at Silver Shores, cost estimates for other <br />intersection enhancements.
