<br />and design management. He
<br />has directed multibillion-dollar
<br />bond, sales tax, and capital
<br />improvement initiatives across
<br />the education, healthcare,
<br />aviation, transportation, and
<br />civic sectors. He has provided
<br />executive oversight for
<br />districtwide K-12 modernization
<br />programs, major healthcare bond
<br />initiatives, aviation expansions,
<br />and large public infrastructure
<br />developments, supporting capital
<br />programs exceeding $33 billion
<br />in aggregate value. His
<br />responsibilities have included
<br />strategic planning, preconstruction
<br />oversight, GMP review, risk
<br />management, and performance
<br />reporting. With architectural
<br />training, advanced construction
<br />management education, and
<br />executive studies through
<br />Wharton, he brings an integrated
<br />approach to aligning design,
<br />cost, schedule, and stakeholder
<br />objectives—delivering
<br />transparency, accountability, and
<br />measurable results.

<br />Jose Caraballo
<br />brings 24 years
<br />of professional
<br />experience in the
<br />areas of civil, water,
<br />wastewater, stormwater, and
<br />drainage design, transportation
<br />and environmental engineering,
<br />and project management with
<br />various public entities. He has been
<br />involved in a variety of civil and
<br />environmental engineering projects
<br />related to the improvement of
<br />roadways, public utilities, drainage
<br />systems, pump stations, lift stations,
<br />water and wastewater treatment
<br />plants, ports and airports, Class IV
<br />Freshwater Wetland Permitting and
<br />SFWMD Environmental Resources
<br />Permitting, amongst others. Jose
<br />has successfully overseen complex
<br />projects from the initial assessment,
<br />feasibility analysis and conceptual
<br />stages through completion,
<br />including full design, permitting,
<br />construction management/
<br />administration and close-out.
<br />Additionally, the Village of Key
<br />Biscayne contracted with CES
<br />to provide staff augmentation
<br />services for a period of
<br />approximately three months.
<br />During this time, Jose assisted
<br />Village staff serving in the
<br />temporary role of Interim
<br />Public Works Director. In this
<br />capacity, he performed plans
<br />reviews, assisted contractors
<br />working on construction projects,
<br />and provided public outreach
<br />addressing residents’ concerns.

<br />Darlene Fernandez
<br />has over 25 years
<br />of experience in
<br />transportation
<br />planning, traffic
<br />engineering, and infrastructure
<br />program delivery for public-sector
<br />clients. Her experience includes
<br />leadership of major transportation
<br />corridor programs, including
<br />express lanes, PD&E studies, and
<br />multimodal improvements, as well
<br />as efforts aligned with federal
<br />and state transportation funding
<br />programs. In these roles, she
<br />oversaw large-scale transportation
<br />programs and coordinated across
<br />local, state, and federal agencies,
<br />gaining extensive experience in
<br />interagency coordination, funding
<br />requirements, and program-level
<br />transportation planning.
<br />Darlene has served in key
<br />leadership roles including
<br />Executive Director of the Miami-
<br />Dade Expressway Authority
<br />(MDX), where she oversaw the
<br />planning, design, construction,
<br />operations, and maintenance of
<br />five major expressways totaling
<br />more than $250 million in
<br />annual capital and operational
<br />expenditures, and Assistant
<br />Director of Traffic Services for the
<br />Miami-Dade County Department
<br />of Transportation and Public
<br />Works (DTPW), where she
<br />managed two divisions responsible
<br />for approximately 5,000 traffic
<br />signals, approximately 27,000
<br />streetlights, and 1.5 million traffic
<br />control signs across the County.
