RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 113
CES CONSULTANTS, INC.
Jose Caraballo brings 24 years of professional experience in the areas of civil, water, wastewater,
stormwater, and drainage design, transportation and environmental engineering, and project
management with various public entities, including more than 350,000 LF of water main, 250,000
LF of force main and sanitary sewer, and 75 pump and lift stations. He has been involved in a variety
of civil and environmental engineering projects related to the improvement of roadways, public
utilities, drainage systems, pump stations, lift stations, water and wastewater treatment plants,
ports and airports, amongst others. Jose has successfully overseen complex projects from the initial
assessment, feasibility analysis and conceptual stages through completion, including full design,
permitting, construction management/administration and close-out.
MDWASD Engineering, Design and Related Services for the Local Pump Station Improvement
Program, Miami-Dade County, FL: Program Director & Sr. Civil Engineer leading the project team
in providing the inspection/evaluation, analysis and design of multiple sanitary sewer lift stations
ranging from 20 HP to 60 HP and associated force mains. The challenges found in designing these
upgrades relate to two items. First, meeting the FEMA Base Flood Elevation for some of these small
locations while maintaining operations and maintenance protocols is a challenge. Under this contract,
we have converted several wet well/dry well systems into submersible stations. These conversions
are requiring significant structural design to reuse the existing facilities. This effort is more cost
effective than installing a new wet well. The engineering work includes pump stations PS-0673, PS-
0132, PS-0659, PS-0063, PS-0348, PS-0318, PS-0464, PS-0475 and PS-0639.
West Avenue Phase III, Miami Beach, FL: Director of Engineering. This neighborhood resiliency
project to mitigate chronic flooding includes comprehensive stormwater, water, and sanitary sewer
upgrades. The scope includes verification and development of a stormwater model and the design,
vertical rehabilitation, harmonization, and ultimate construction of approximately one mile of
roadway, sidewalks, landscaping, and related infrastructure.
West Avenue North Neighborhood Utility & Resiliency Improvements Design-Build, Miami Beach,
FL: Principal-in-Charge & EOR. Leads the design and construction of major stormwater, water, sanitary
sewer, roadway, streetscape, and resiliency improvements throughout the West Avenue North corridor,
including a new 120,000 GPM master stormwater pump station, utility modeling, water service
conversions, and reconstruction of approximately 2.2 miles of roadway and related infrastructure.
NE 191st Street Drainage & Roadway Improvements, Aventura, FL: Director of Engineering. Directs the
design of drainage, roadway elevation, and resilience improvements to mitigate recurring flooding.
Project includes a new stormwater collection system, hydraulic modeling, utility coordination, water
quality infrastructure, traffic signal upgrades, and public engagement.
First Street Neighborhood Improvement Project, Miami Beach, FL: Principal-in-Charge & EOR
providing integrated engineering design services, under a Miami Beach Integrated Water Master Plan
CSC, for a new stormwater pump station and stormwater treatment facility to serve the South of Fifth/
South Pointe Neighborhood due to its vulnerability to tidal and rainfall flooding. These improvements
to the stormwater management system will provide a higher level of service to reduce flood depth
and duration. Improvements include storm drainage, potable water, wastewater, road raising, and
streetscaping. CES is leading the water main design; existing utilities & conflict resolution; sanitary
sewer design; 54-inch force main design; stormwater collection system design; water quality wells
systems; pump station electrical design; pump station discharge force main; and stakeholder support.
YEARS EXPERIENCE
24
EDUCATION
BS, Environmental Engineering,
Louisiana State University, 2002
REGISTRATIONS &
CERTIFICATIONS
Florida Professional Engineer
#73064
New York Professional Engineer
#094777
JOSE CARABALLO, PE
Senior Vice President & Director of Engineering; Contract Manager & Technical Advisor
