RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 114
CES CONSULTANTS, INC.
Sergio Williams brings more than 11 years of experience in stormwater management, drainage
design, hydraulic and hydrologic modeling, flood mitigation, and coastal resiliency across South
Florida. His experience includes developing existing and proposed-condition models using ICPR4/
Stormwise, designing stormwater collection systems and high-capacity pump stations, evaluating
roadway elevation and drainage improvements, and incorporating water quality wells and green
infrastructure. He supports projects from planning and field investigation through design, permitting,
bid support, and construction, coordinating with utilities, regulatory agencies, multidisciplinary
teams, and stakeholders to deliver practical, constructible solutions that improve flood protection
and long-term system performance.
West Avenue Phase III, Miami Beach, FL: Project Manager/Project Engineer. This neighborhood
resiliency project to mitigate chronic flooding includes comprehensive stormwater, water, and
sanitary sewer upgrades. The scope includes verification and development of a stormwater model
and the design, vertical rehabilitation, harmonization, and ultimate construction of approximately
one mile of roadway, sidewalks, landscaping, and related infrastructure.
West Avenue North Neighborhood Utility and Resiliency Improvements Design-Build, Miami
Beach, FL: Project Manager/Project Engineer managing the design and construction of water,
sanitary sewer, stormwater, roadway, and resiliency improvements throughout the West Avenue
North corridor. The project includes stormwater modeling, a new 120,000-gpm master pump station,
reconstruction and elevation of approximately 2.2 miles of roadway and related infrastructure, water
service conversions, property harmonization, and a pedestrian Bay Walk.
NE 191st Street Drainage & Roadway Improvements, Aventura, FL: Engineer-of-Record/Project
Manager leading the design of flood mitigation, roadway hardening, and resilience improvements for
this low-lying corridor affected by recurrent flooding, sea-level rise, and storm events. The project
includes a new stormwater collection system, hydraulic modeling, roadway elevation adjustments,
utility coordination, water quality infrastructure, traffic signal upgrades, and public engagement.
First Street Neighborhood Improvement Project, Miami Beach, FL: Project Manager/Lead
Designer leading the design of stormwater, water, wastewater, roadway elevation, and streetscape
improvements for the flood-prone South of Fifth/South Pointe neighborhood. The project includes
a new stormwater pump station and treatment facility, stormwater collection and water quality
well systems, a 54-inch force main, utility conflict resolution, pump station electrical and discharge
systems, and stakeholder coordination to reduce flood depth and duration.
City of Largo GES Task Order: Starkey Road Basin Management Plan (BMP) Projects, Largo, FL:
Project Engineer supporting the design and permitting of stormwater best management practices
for Channel 10 and its tributary structures. Improvements include culvert upgrades, ditch regrading,
inlet reconstruction, and evaluation of geocell, gabion, stormwater piping, drainage swales, and
earthen-channel alternatives based on construction and long-term maintenance costs.
SUA Design-Build Juno Isles West Water Main Improvements, Palm Beach Gardens, FL: Project
Engineer providing engineering support for the design, permitting, and construction of approximately
4,500 LF of DIP watermain and services to the water meters. Significant to this project is the work
performed along and across Ellison Wilson Road, as it is a high-traffic area that requires strict
adherence to safety protocols.
SERGIO WILLIAMS, PE
Professional Engineer; Project Manager/Engineer-of-Record
YEARS EXPERIENCE
11
EDUCATION
BS, Materials Science Engineering,
Northwestern University, 2014
REGISTRATIONS &
CERTIFICATIONS
Florida Professional Engineer
#97275, 2023
SOFTWARE/TECHNICAL SKILLS
Hydrologic and Hydraulic (H&H)
Modeling
Stormwater Modeling
Interconnected Pond Modeling
Stormwise (formerly ICPR4)
Civil 3D
AutoCAD
