<br />Darlene Fernandez has over 25 years of experience in transportation planning, traffic engineering,
<br />and infrastructure program delivery for public-sector clients. Her experience includes leadership
<br />of major transportation corridor programs, including express lanes, PD&E studies, and multimodal
<br />improvements, as well as efforts aligned with federal and state transportation funding programs.
<br />In these roles, she oversaw large-scale transportation programs and coordinated across local,
<br />state, and federal agencies, gaining extensive experience in interagency coordination, funding
<br />requirements, and program-level transportation planning. Her experience also includes oversight of
<br />transportation capital programs and coordination of planning, design, and implementation activities
<br />across multidisciplinary teams.
<br />City of Aventura, Vision Zero Comprehensive Safety Action Plan, Aventura, FL: Senior Director
<br />of Engineering. Comprehensive Safety Action Plan (CSAP) development to align with USDOT and
<br />Miami-Dade County’s Vision Zero goals, aiming to reduce fatalities and serious injuries and enhance
<br />safety and well-being for all roadway users, including pedestrians, cyclists, motorists, and transit
<br />operators. The focus of the CSAP is to implement the goals of the Safe Streets and Roads for All
<br />(SS4A) program and align them with local needs and priorities. Key components include setting
<br />Vision Zero-aligned goals, establishing a steering committee for oversight, engaging with the public
<br />and stakeholders, and providing the City with policy recommendations for program implementation.
<br />Miami-Dade Expressway Authority (MDX), Executive Director, Miami, FL: Oversaw the planning,
<br />design, construction, operations, and maintenance of five major expressways (SR 836, SR 874, SR
<br />112, SR 878, and SR 924) with an annual program exceeding $250M. Directed capital improvement
<br />programs, including major design-build and interchange projects, while coordinating with local,
<br />state, and federal agencies to advance transportation initiatives. Led interagency coordination and
<br />stakeholder engagement to support delivery of complex, high-visibility transportation infrastructure
<br />projects. Key initiatives and accomplishments included:
<br /> »SR 836/Turnpike Ramp Connector Design-Build: Oversaw the strategy and pre-design execution
<br />of SR 836-related improvements, including new and reconstructed ramps connecting the Dolphin
<br />Expressway, Florida’s Turnpike, and Dolphin Station Park-and-Ride.
<br /> »SR 836/I-95/I-395 Interchange Project: Through October 2023, oversaw the strategy and
<br />execution of SR 836-related improvements for this ongoing, multi-year project, including
<br />construction of the Signature Bridge arches, double-decking of SR 836, new traffic patterns, and
<br />an additional lane to the existing SR-836 interchange with I-95.
<br /> »Wrong Way Safety Project: Oversaw the strategy and execution of a wrong-way detection
<br />system, including enhanced signs and pavement markings, at 26 ramp locations along SR 112,
<br />SR 836, SR 874, SR 878, and SR 924.
<br />Miami-Dade County Department of Transportation & Public Works (DTPW) Traffic Signals & Signs
<br />(TSS) Division and Traffic Engineering Division, Asst. Director of Traffic Services, Miami-Dade
<br />County, FL: Oversaw both Divisions responsible for the installation, operation, and maintenance of
<br />approx. 5k traffic signals and control devices; the fabrication, installation, and maintenance of 1.5M
<br />traffic control and street name signs; the maintenance of approx. 27k streetlights on the arterial
<br />roadway system; and the review, permitting, and inspection of new construction, modifications,
<br />and alterations to existing traffic signals, lighting systems, and pavement markings. Key Initiatives
<br />included the Countywide Traffic Signal System Modernization Program, Transit Signal Priority (TSP)
<br />Communications, and the Arterial Management and Signal Re-Timing Initiative.
