<br />David Hoot is a skilled professional with 50 years of experience. David has successfully functioned in
<br />many leadership and operational roles and has an extensive background in civil and environmental
<br />engineering. He has significant experience in project management and direction of civil/environmental
<br />engineering design and plan preparation involving neighborhood improvement; sustainability and
<br />resiliency; site development and pre-development services; roadway and transportation-related
<br />design; utilities and infrastructure improvements; water and wastewater transmission, collection
<br />and treatment systems; stormwater pipe/culvert design, environmental permitting and stormwater
<br />management; environmental impact studies and assessments; and CEI and construction management.
<br />David has directed, managed, designed, or provided quality control for various multidisciplinary
<br />water, wastewater, stormwater and water resource systems/projects throughout his career; and has
<br />provided professional/consulting services related to wastewater and stormwater system evaluation,
<br />technical support and design of various types and sizes of pump/lift stations and collection and FM
<br />systems, including reuse, and environmental restoration improvements and sustainability projects in
<br />the public and private sectors in Florida and the Southeast US.
<br />MDWASD Engineering, Design and Related Services for the Local Pump Station Improvement
<br />Program, Miami-Dade County, FL: Technical Advisor & QA/QC for design of multiple sanitary sewer
<br />lift stations ranging from 20 HP to 60 HP and associated force mains. The challenges found in
<br />designing these upgrades relate to two items. First, meeting the FEMA Base Flood Elevation for some
<br />of these small locations while maintaining operations and maintenance protocols is a challenge.
<br />Under this contract, we have converted several wet well/dry well systems into submersible stations.
<br />These conversions are requiring significant structural design in order to reuse the existing facilities.
<br />This effort is more cost effective than installing a new wet well. The engineering work includes pump
<br />stations PS-0673, PS-0132, PS-0659, PS-0063, PS-0348, PS-0318, PS-0464, PS-0475 and PS-0639.
<br />MDWASD Professional Services for the Pump Station Improvement Program (PSIP) & Associated
<br />Force Mains, Miami-Dade County, FL: As Project Director/Technical Advisor, provided project oversight
<br />and guidance for scope and fee development, client coordination, site & system evaluation for cost,
<br />engineering analysis, design, coordination, permitting and management for the rehabilitation and
<br />replacement of multiple pump stations for the PSIP. The project consisted of existing pump station
<br />inspection, coordination of survey and geotechnical services, design of pump station rehabilitation
<br />or replacement, design of connecting force mains, permitting, and limited construction services. The
<br />engineering work included PS 0449, PS 0147, PS 0331, Force Main 0592 (24-inch), PS 0440, PS 0336,
<br />PS 0609, PS 0081, PS 1026 and PS 1065.
<br />NW 13th Street 36-inch Force Main Replacement, Fort Lauderdale, FL: Sr. Engineer for the design,
<br />permitting, construction, testing and startup of a new 36” force main along NW 13th Street in an
<br />urban area of Fort Lauderdale, including connections to the existing pipe and reconnection of
<br />Pump Stations A-28 and A-29. The project also included the design, permitting, construction, and
<br />installation of a new plug valve and piping near NE 14th Avenue and 11th Street to replace the
<br />existing inoperable valve and provide isolation to perform the required tie-in work.
<br />NW 12th Avenue Force Main Replacement, North Miami, FL: Sr. Engineer for the design, permitting, and
<br />construction of 10,500 LF of 10- and 12-inch replacement force main in NW 12th Avenue extending from
<br />NW 95th Street to NW 125th Street. The project replaced aging, asbestos-cement and cast iron force
<br />mains with corrosion resistant PVC pipe. A number of private force main connections required relocation
<br />and reconnection to the new force main, as well as planning for uninterrupted service during construction.
