RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 120
CES CONSULTANTS, INC.
Carla Hernandez has over 10 years of experience supporting infrastructure projects with a focus
on stormwater systems, utility coordination, and construction cost analysis. She brings a strong
foundation in engineering design and permitting processes, complemented by prior roles in
construction management and estimating. Carla’s expertise includes reviewing existing utility and
drainage conditions, supporting hydrologic and hydraulic analysis, preparing technical exhibits and
construction drawings, and assisting in the development of cost-effective stormwater improvement
concepts. She is proficient in AutoCAD, GIS-based data review, and modeling support workflows,
and holds NASSCO PACP certification to assess system conditions. Carla also contributes to
construction cost estimation, quantity takeoffs, and constructability evaluations, making her a key
technical resource in both planning and early-stage design phases. Her well-rounded background
ensures seamless support across multidisciplinary teams and alignment with municipal standards
and project objectives.
West Avenue North Neighborhood Utility and Resiliency Improvements, Miami Beach, FL: Staff
Engineer. The project includes the verification and development of a stormwater model, a new 120,000
GPM master stormwater pump station, and the design, vertical rehabilitation, harmonization, and
ultimate construction of 2.2 miles of roadway, sidewalks, landscaping, and related infrastructure,
including water meter service conversions from the rear of private properties to new water lines and
connections in the right-of-way.
First Street Neighborhood Improvement Project, Miami Beach, FL: Staff Engineer providing
integrated engineering design services for a new stormwater pump station and stormwater treatment
facility to serve the South of Fifth/South Pointe Neighborhood, under a Miami Beach Integrated
Water Master Plan CSC, including improvements to storm drainage, potable water, wastewater, road
raising, and streetscaping.
City of Miami Gardens, Drainage Improvements for Annexed Area, Miami Gardens, FL: Staff
Engineer. Assisting with the design and implementation of a stormwater management system to
address severe flooding in a newly annexed industrial area with high tractor-trailer activity. The area
annexed from Miami-Dade County is bounded by NE 181st Street to the north, NW 176th Street to the
south, I-95 to the east, and NW 2nd Avenue to the west.
City of Largo GES Task Order: Starkey Road Basin Management Plan (BMP) Projects, Largo, FL: Staff
Engineer assisting in the design of several stormwater project best management practices for the
City of Largo Channel 10 and its tributary structures. The overall project objective is to develop plans
and specifications, and related project permit applications, for project bidding and construction, and
other professional engineering work.
MDWASD Engineering, Design and Related Services for the Local Pump Station Improvement
Program, Miami-Dade County, FL: Staff Engineer providing for the inspection/evaluation, analysis
and design of multiple sanitary sewer lift stations ranging from 20 HP to 60 HP and associated
force mains. The challenges found in designing these upgrades relate to two items. First, meeting
the FEMA Base Flood Elevation for some of these small locations while maintaining operations and
maintenance protocols is a challenge. Under this contract, we have converted several wet well / dry
well systems into submersible stations. These conversions are requiring significant structural design
to reuse the existing facilities. This effort is more cost effective than installing a new wet well. The
pump stations she has worked on include PS0132, PS0464, and PS0659.
CARLA HERNANDEZ, PE
Professional Engineer
YEARS EXPERIENCE
10
EDUCATION
BS, Civil Engineering, Universidad
Nacional Experimental Francisco de
Miranda, Coro, Falcon, Venezuela
REGISTRATIONS
& CERTIFICATIONS
Florida Professional Engineer
#103286, 2026
NASSCO PACP v8 Certification
#P0050640-102024
SOFTWARE
AutoCAD
Etabs
Microsoft Office
Microsoft Project
