RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 121
CES CONSULTANTS, INC.
Jocelyn Roman has a master’s degree in Construction Engineering and Management and a bachelor’s
degree in Civil Engineering. She has experience in the design of water mains, force mains/sanitary
sewer collection systems, and storm drainage systems in Civil 3D. She also has extensive experience in
the construction administration and management of various water resources and utility infrastructure
projects using Oracle Primavera Contract Management, Trimble’s e-Builder, and Expedition.
First Street Neighborhood Improvement Project, Water Main & 54-Inch Force Main Design,
Miami Beach, FL: Project Engineer providing integrated engineering design services for a new
stormwater pump station and stormwater treatment facility to serve the South of Fifth/South Pointe
Neighborhood, including improvements to storm drainage, potable water, wastewater, road raising,
and streetscaping. CES is responsible for: Existing Utilities & Conflict Resolution; Water Main Design;
Sanitary Sewer Design; 54-inch Force Main Design; Stormwater Collection System Design; Water
Quality Wells Systems; Pump Station Electrical Design; Pump Station Discharge Force Main; and
Stakeholder Support. First Street is vulnerable to tidal and rainfall flooding, including prolonged
flooding annually during the fall seasonal high tides and heavy rain events. The City is implementing
improvements to the stormwater management system that will provide a higher level of service that
will reduce flood depth and duration.
MDWASD Pump Station Improvement Program (PSIP), Miami-Dade County, FL: Project Engineer
providing evaluation, cost, engineering analysis, design, coordination, permitting, and management
for the rehabilitation and replacement of multiple pump stations for the PSIP. The projects consisted
of existing pump station inspection, coordination of survey and geotechnical services, design of
pump station rehabilitation or replacement, design of connecting force mains, permitting, and limited
construction services. The pump stations she has worked on include PS1043, PS1044, and PS0694.
NW 13th Street 36-inch Force Main Replacement, Fort Lauderdale, FL: Project Engineer for the
design, permitting, construction, testing and startup of a new 36” force main along NW 13th Street
in an urban area of Fort Lauderdale, including connections to the existing pipe and reconnection
of Pump Stations A-28 and A-29. The project also included the design, permitting, construction,
and installation of a new plug valve and piping near NE 14th Avenue and 11th Street to replace the
existing inoperable valve and provide isolation to perform the required tie-in work.
Miami Dade College North Campus School of Justice, Miami, FL: Project Engineer for the site civil
design and construction services associated with the renovation and repurposing of the existing
Kennedy Center gymnasium to the MDC School of Justice. Design included site demolition, regrading,
drainage, pavement resurfacing, sanitary and water connections. The sidewalks, walkways and
parking areas were design based on ADA standards and Miami-Dade standards. Drainage including
the roof runoff collection system was design based on Miami-Dade standards and engineering best
management practices. Three manholes and approximately 250 Linear Feet of sanitary gravity lines
are designed per FDEP and Miami-Dade standards.
NW 12th Avenue Force Main Replacement, North Miami, FL: Staff Engineer for the design of 10,500
LF of 10- and 12-inch force main to replace aging, asbestos-cement and cast iron force mains with
corrosion resistant PVC pipe.
YEARS EXPERIENCE
12
EDUCATION
ME, Construction Engineering and
Management, Department of Civil
Engineering, University of Puerto
Rico – Mayaguez Campus
BS, Civil Engineering, Department
of Civil Engineering, University of
Puerto Rico, Mayaguez Campus
REGISTRATIONS &
CERTIFICATIONS
Florida Engineering Intern
#1100028512
Certificate in Project Management
Integrated Project of Civil
Engineering-Capstone
OSHA 30-hours Construction Safety
& Health
AutoCAD ACI Certificate
TECHNICAL SOFTWARE
Oracle Primavera Contract
Management
Trimble’s e-Builder, SaaS-based
Construction Program Management
Solution
Expedition
JOCELYN ROMAN, EI
Project Engineer
