<br />Miami Dade College, Infrastructure Asset Data Mining & Analytics Program, Miami, FL: Led data
<br />mining and analytics efforts to support Miami Dade College’s capital planning and infrastructure
<br />funding program, which required extracting, cleaning, and structuring large volumes of historical
<br />project data from disparate and unstructured sources. The project involved reviewing and processing
<br />documentation associated with over 100 capital projects, including thousands of pages of scanned
<br />records, reports, and PDFs. Javier’s team established a structured data framework to reconcile
<br />inconsistencies across project records, implement consistent naming conventions, and align extracted
<br />data with the College’s capital asset database requirements. This process effectively transformed
<br />fragmented and unstructured information into a reliable, searchable, and decision-ready dataset. The
<br />cleaned and standardized data were then used to validate and update the College’s critical infrastructure
<br />database, enabling accurate assessment of completed scope, asset condition, and capital needs.
<br />Project Ghea – Electric Vehicle Charging Infrastructure Program, British Petroleum (BP), United
<br />Kingdom, Germany, Netherlands, Spain: Business Manager/PMIS Implementation Lead. Led the
<br />enterprise-wide implementation of Procore as the program’s PMIS platform for a multi-country
<br />EV charging infrastructure rollout program encompassing over 1,000 sites. Configured Procore to
<br />serve as the centralized data environment for cost control, document management, RFIs, submittals,
<br />inspections, and change management. Established standardized workflows and approval processes
<br />across geographically dispersed teams. Integrated multiple stakeholder groups across Europe and
<br />the U.S. into a unified system architecture. Developed custom Power BI dashboards to provide real-
<br />time reporting on installation progress, site readiness, and program performance.
