RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 165 <br />CES CONSULTANTS, INC. <br />Juan Rodriguez Ortiz is a dynamic and accomplished executive with significant experience in water <br />and wastewater treatment and disposal, environmental compliance, solid waste management, air <br />pollution management, and laboratory analysis. Throughout his 20-year career, he has successfully <br />developed and directed strategic planning and regulatory compliance for process improvement <br />activities and global regulatory design. His contributions have led to the improved development, <br />implementation, and management of water and wastewater treatment programs. Juan has a <br />proven track record in the project management of various stormwater and civil infrastructure <br />engineering projects, roadway improvements, and sea-level rise infrastructure design. Juan is also <br />an experienced Construction Manager, having worked on large-scale construction projects at a total <br />of 133 Water Treatment Plants ranging from 0.2 to 130 MGD treatment capacity, many involving <br />membrane filtration and lime softening systems, and 64 Wastewater Treatment Plants ranging <br />from 0.3 and 90 MGD treatment capacity. As an experienced major/executive sewer authority <br />owner and plant operator, the knowledge he brings to each project is invaluable. In his career he <br />has successfully managed large-scale multi-phase capital improvement water and sewer treatment, <br />water distribution and wastewater collection systems projects and programs from inception through <br />completion, turn-over, and operation. <br />MDWASD Ocean Outfall Legislation Program Management Services, Miami-Dade County, FL: Served <br />as Owner’s Representative/Sr. Project Manager for the Miami-Dade Water and Sewer Department <br />as part of the $3.3 billion Ocean Outfall Legislation Program Management team, an 11-year program <br />with 28 capital projects that is the culmination of a 2008 regulatory mandate by the Florida <br />Legislature to stop all wastewater discharge to the ocean by 2025. As a result of this mandate, WASD <br />is implementing system-wide wastewater facility upgrades through the OOL program. Managed <br />projects in complying with the requirements of the OOL in the most cost-effective and timely manner <br />to stay within budget and to meet the regulatory deadlines imposed by the legislation. <br />West Avenue North Neighborhood Utility and Resiliency Improvements, Miami Beach, FL: Civil/ <br />Stormwater Engineer. CES is the Lead Consultant/Designer and Engineer of Record for the design <br />and construction of the water transmission/distribution system, sanitary sewer collection system, and <br />stormwater drainage system for the West Avenue neighborhood in Miami Beach. The project includes <br />the verification and development of a stormwater model, a new 120,000 GPM master stormwater <br />pump station, and the design, vertical rehabilitation, harmonization, and ultimate construction of <br />2.2 miles of roadway, sidewalks, landscaping, and related infrastructure, including water meter <br />service conversions from the rear of private properties to new water lines and connections in the <br />right-of-way. The project includes the design of a “Bay Walk” for pedestrians, which extends into <br />Biscayne Bay at the west end of the Lincoln Road Corridor and proposed stormwater pump station. <br />MDWASD Engineering, Design and Related Services for the Local Pump Station Improvement <br />Program, Miami-Dade County, FL: Project Manager & Civil/Stormwater Engineer for the inspection/ <br />evaluation, analysis and design of multiple sanitary sewer lift stations ranging from 20 HP to 60 HP <br />and associated force mains. The challenges found in designing these upgrades relate to two items. <br />First, meeting the FEMA Base Flood Elevation for some of these small locations while maintaining <br />operations and maintenance protocols is a challenge. Under this contract, we have converted several <br />wet well / dry well systems into submersible stations. These conversions are requiring significant <br />structural design to reuse the existing facilities.
