RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH 63 <br />CES CONSULTANTS, INC. <br />WEST AVENUE IMPROVEMENTS <br />PHASE II 2016-091-KB-NORTH <br />The City of Miami Beach (CMB) awarded the Ric-Man/CES D-B team a design-build contract for <br />neighborhood and resiliency improvements throughout the West Avenue North Corridor. Rising seas, <br />high groundwater, king tides, wind, and deteriorating infrastructure have contributed to frequent <br />flooding of CMB facilities, residences, and business properties within the West Avenue Basin. This <br />project will provide the community with increased protection from flooding during storm events and <br />high seasonal tides, as well as an improved level of service for existing infrastructure. <br />The scope includes verification and development of a stormwater model, a new 120,000 GPM <br />master stormwater pump station, and the design, vertical rehabilitation, harmonization, and <br />ultimate construction of 2.2 miles of roadway, sidewalks, landscaping, and related infrastructure. <br />Responsibilities include delivery of a pedestrian-friendly “Complete Streets” redesign and <br />incorporation of findings from the 100 Resilient Cities Workshop. Improvements include raising the <br />existing roadway grade by approximately 30 inches while providing drainage capacity for a 10- <br />year storm event level of service with no structure flooding, a revised typical section incorporating <br />pedestrian and bicyclist-friendly corridor, public/private property harmonization, new traffic <br />signals, street lighting, and landscaping. The project also includes the design of a “Bay Walk” for <br />pedestrians, which extends into Biscayne Bay at the west end of the Lincoln Road Corridor and <br />proposed stormwater pump station. <br />Coordination and Outreach: Efforts included collaboration with CMB, Ric-Man Construction Florida, <br />and the public through the Public Information Officer (PIO), as well as management and coordination <br />of 10 subconsultants across multiple disciplines. Bi-weekly design, utility, and project meetings <br />were directed or attended with City staff and project team members.
