PAGE 27 | RFQ 26-07-01; CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) TAB 2 - QUALIFICATIONS TRAFFIC AND TRANSPORTATION ENGINEERING DISTRICTWIDE PEDESTRIAN AND BICYCLE SAFETY STUDIES CONTRACT | FDOT DISTRICT 6 CHA completed traffic engineering studies for FDOT District 6 to address pedestrian and bicycle safety concerns. As part of this contract, CHA successfully completed over 66 Traffic Operations Warrants (TWOs), including the development of conceptual signalization designs and signal timing recommendations to enhance pedestrian and bicycle safety. Additionally, we developed innovative Signal Operating Plans (SOPs) aimed at balancing vehicular mobility with pedestrian and bicycle safety. For example, CHA devised a two-controller operation at the City of Key West entrance to independently manage heavy right turn movements in and out of the city from pedestrian movements crossing N. Roosevelt Boulevard. We also implemented flush plans along SR 736/Davie Boulevard from I-95 to Andrews Avenue to mitigate the impacts of bridge openings at NW 17th Avenue during peak traffic periods. This initiative was closely coordinated with District 4’s Transportation Systems Management and Operations staff and the Broward County Traffic Management Center staff. We delivered complete streets-focused pedestrian improvements, including ADA-compliant curb ramps, high-visibility crosswalks, pedestrian signal enhancements, and school zone upgrades. The project also included extensive community outreach and coordination with Miami-Dade Public Schools and FDOT LAP program requirements, ensuring that the safety enhancements were not just implemented, but also understood and embraced by the community. The study included a corridor-wide signal timing review along 41st Street (Alton Road to Collins Avenue) and SR A1A/Indian Creek Drive/Collins Avenue (41st to 47th Street) to identify bottlenecks, queuing, and inefficiencies, recommending short-term signal timing improvements ahead of the SR A1A/41st Street 3R Project. It also analyzed operational impacts of the proposed turn lanes and other intersection upgrades, emphasizing queue management and signal coordination, with Synchro time-space diagrams illustrating performance. These guidelines provide detailed criteria to help the city determine when and how to implement traffic calming measures to manage vehicle speeds. Doral, a rapidly growing city with 154 residential communities, 33 of which had speed bumps prior to incorporation, previously relied on Miami-Dade County’s policy. Recognizing the need for tailored standards, CHA developed recommendations that consider street characteristics and appropriate traffic calming solutions, including humps, bumps, and tables, specifically suited for Doral’s residential areas.
