<br />Traffic/Transit/Transportation Engineering Project Manager
<br />Jennifer brings 16 years of experience in traffic engineering, with a strong focus
<br />on traffic and safety studies. Her expertise includes conducting comprehensive
<br />traffic analyses and pedestrian and bicycle studies to enhance roadway safety and
<br />accessibility. She is also experienced in roadway design, signing and pavement
<br />markings, signalization, and utility coordination. Jennifer has also managed
<br />districtwide contracts and led efforts to integrate traffic and safety improvements
<br />into Work Program projects through Scoping Committee Presentations.
<br />Representative project experience includes:
<br />Florida Department of Transportation - District 6, FL, Districtwide Traffic
<br />Engineering Support Services Consultant. Project Manager for the development
<br />of various traffic operations and safety studies for intersections, arterials, and
<br />their associated improvements. Her current role as Project Manager includes
<br />the preparation of Scope of Services, scheduling, invoices, and management of
<br />subconsultants. Traffic studies completed under this contract include qualitative
<br />assessments, signal warrant analyses, intersection and arterial analyses, left turn
<br />phase warrant analyses, composite studies, data collection, road safety audits,
<br />speed zone studies, and other related traffic engineering studies aimed at enhancing
<br />road safety and efficiency.
<br />Florida Department of Transportation - District 6, School Zone Evaluation for
<br />Hialeah Gardens Senior High School. Project Manager for this school zone traffic
<br />operations and safety evaluation project conducted following roadway widening,
<br />reconstruction, and grade separation improvements along SR 25/Okeechobee Road
<br />and Hialeah Gardens Boulevard, including assessment of a signalized crosswalk at the
<br />school entrance. In her role as Project Manager, Jennifer is responsible for conducting
<br />the school zone evaluation and leading traffic and pedestrian data collection and
<br />analysis, including turning movement counts, vehicle gap measurements, pedestrian
<br />group size counts, spot speed studies, near-miss observations, field reviews,
<br />drone footage review, signal timing evaluation, Level of Service (LOS) analysis, and
<br />overall school zone assessment. Her role also includes coordination with local law
<br />enforcement and FDOT’s Community Safety Traffic Specialist to support outreach to
<br />the school community, as well as identification of operational and safety needs such
<br />as school zone designation, pedestrian signal timing modifications, enhanced signing,
<br />and measures to improve student compliance with crossing procedures.
<br />City of Miramar, Miramar Parkway at Miramar Park Regional Entrance and
<br />Median Opening to the West Signal Warrant Analysis and Safety Evaluation.

<br />The City of Miramar requested a signal warrant analysis and safety evaluation in
<br />anticipation of the increase in traffic demand due to upcoming developments,
<br />including the expansion of an existing church, the expansion of an existing senior
<br />housing development, and the construction of a private school. This study included
<br />data collection, crash analysis for five years, collision diagrams, field reviews, trip
<br />generation for new project development scenarios, and signal warrant analysis. This
<br />study found a crash pattern for angle crashes at the median opening. Traffic counts
<br />obtained were redistributed to the adjacent intersection. The recommendations
<br />included installation of a directional median opening to address angle crashes with a
<br />new traffic signal to address increase in traffic demand and redistributed traffic.
