He has designed and managed <br />major projects, including regional booster stations and world record length horizontal <br />directional drills. Julian frequently leads multidisciplinary teams and oversees all <br />phases of project delivery, from preliminary and final design to permitting, bidding, <br />and construction administration. He is also an accomplished author and presenter, <br />having published and presented papers on Horizontal Directional Drill Design in <br />South Florida at the 2023 WEF Collection Systems Conference and the 2024 No-Dig <br />Show. Representative project experience includes: <br />City of Miami Beach, FL, Stormwater Pump Station at Miami Beach Convention <br />Center. Project engineer responsible for two pump stations consisting of four <br />20,000 GPM low-head axial pumps, water quality treatment structures discharging <br />treated runoff directly into a duplex wet well, a long energy dissipater structure, and <br />approximately 175 feet of new seawall following the most updated City of Miami Beach <br />Public Works standards. This project considered the effects of sea level rise and <br />ensured that this facility would function appropriately for the estimated design life of <br />the project. This design-build neighborhood improvements project encompassed an <br />area of approximately 84 acres. Julian assisted in preparing construction drawings. <br />Miami-Dade Water and Sewer Department, FL, Miami-Dade Pump Station <br />Improvement Program (PSIP). Project engineer. MD-WASD launched the PSIP <br />under the terms of the consent decree. The program budget was estimated at $215 <br />million, including 153 upgrade/refurbish projects (118 sewage pump stations and 35 <br />Force Mains located in Miami Dade County that was out of compliance or could not <br />deliver peak flows for their service areas. CHA was the project manager of 27 pump <br />stations. Tasks performed by our team included data collection of existing pump <br />stations, including hydrographs, historical hydraulic data, piping configurations, <br />etc., to determine the best hydraulic solution. Pump stations improvements/ <br />upgrades required an in-depth, multi-disciplinary analysis and were designed in <br />close coordination with both Miami- Dade Water and Sewer’s Department Planning <br />and Operations department to ensure that all proposed upgrades/additions were <br />practical and feasible from a construction and operation point of view. Sea level <br />rise and resiliency to climate changes were essential elements for the proposed <br />upgrades. During the design phase, CHA analyzed the existing pump station <br />conditions, including hydraulic, mechanical, electrical, structural, and architectural, <br />to determine the various possibilities and implement the most practical and cost- <br />effective solutions. <br />Miami-Dade Water and Sewer Department, FL, 13-WASD-03 PSIP PS 0300. <br />Project engineer for this project that consisted of rehabilitating and upgrading Pump <br />Station 0300, an important booster facility that suffered a catastrophic disaster <br />when a dresser coupling failed and flooded the station. CHA was selected to create <br />a BODR and design the upgrade of the pump station, which includes five 600 HP <br />pumps, operating in a flow range of 7,000 to 31,000 gpm, which collects sewage from <br />a 72-inch influent pipe and discharge into a common header that joins a 48-inch force <br />main.
