His <br />expertise includes site design, roadway and drainage systems, ADA access, <br />building maintenance, and construction. Chuck’s project experience spans the <br />design and construction of roadways, sidewalks, stormwater management and <br />treatment systems, water and sewer mains, and municipal building infrastructure. <br />He has extensive experience in horizontal and vertical construction administration, <br />construction inspection, peer review, and grant administration. As a municipal <br />services group leader and town engineer, Chuck has provided comprehensive support <br />to towns, cities, and municipal organizations. He has prepared plans, specifications, <br />and bidding documents; reviewed and performed peer review and construction <br />inspections of plans and applications submitted to town boards and commissions; <br />and provided expert testimony at public hearings and board and commission <br />meetings. Design engineer and construction inspector <br />who provided design, project management, and construction inspection for NRCS <br />Practices 587 Structure for Water Control (concrete spillway, pond outlet, and <br />infiltration basin), and 468 Lined Waterway or Outlet (riprap plunge pool). <br />Rhode Island Department of Transportation, Routes 6/10 Interchange. Senior <br />stormwater engineer who worked closely with the RIDOT, RIDEM, and NBC to review <br />data and stormwater analysis for the length of the interchange on this $250 million <br />design-build project. Due to the proximity of the work to the Woonasquatucket <br />River, there was a need to separate combined sewer flows and improve stormwater <br />quality. Work included the conceptual design and technical review of the proposed <br />stormwater system. <br />Rhode Island Department of Transportation, Route 4 Bridge over Lafayette <br />Road Replacement (Bridge No. 078101). Senior stormwater engineer for this <br />project and worked closely with RIDOT and RIDEM to review data and stormwater <br />analyses for the length of the interchange. Due to the close proximity of the work to <br />the Woonasquatucket River, there existed a need to separate combined sewer flows <br />and improve stormwater quality. Work included the conceptual design and technical <br />review of the proposed stormwater system. <br />Rhode Island Department of Transportation, Group 35 Bridge Rehabilitation <br />Project. Lead stormwater engineer responsible for the rehabilitation of the Route <br />44 Putnam Pike and Smithfield Bridge (Bridge No. 074101). Designed a cost-effective <br />infiltration basin without impact or disturbance to adjacent wetlands.
