<br />Traffic/Transportation Design/Traffic Signal Timing
<br />As a traffic engineer with over 24 years of expertise in arterial flow, intersection
<br />traffic operations, and vehicle movement optimization, Eric creates traffic solutions
<br />that minimize conflicts among multiple users. His experience includes planning,
<br />safety, and operations, designing and implementing bus and rail priority strategies,
<br />developing signal timing plans and designing signal systems, conducting corridor
<br />studies, and establishing intelligent transportation system (ITS) architecture. As a
<br />signal systems expert, Eric is proficient with different traffic controllers and cabinet
<br />design, detection, and communication between controllers. He has conducted
<br />applied research with the Transit Cooperative Research Program (TCRP) and
<br />National Cooperative Research Program (NCHRP). This experience is used to inform
<br />his work on his projects, which have increased corridor mobility and safety, reduced
<br />travel time, and improved access. Representative project experience includes:
<br />Florida Department of Transportation - District 4, Districtwide Traffic
<br />Operations Safety Reviews Studies. Project manager for overseeing safety,
<br />pedestrian and bicycle safety studies, road safety audits, pavement resurfacing,
<br />restoration, and rehabilitation (3R) safety reviews. Eric analyzed crash data from the
<br />past seven years to identify patterns and probable causes, developing improvement
<br />concepts considering right-of-way constraints, design exceptions, and variations
<br />and constructability, and evaluating alternatives based on operations, crash
<br />reductions, cost estimates, and Net Present Values. He presented findings and
<br />recommendations to the District Safety Review Committee to obtain funding for

<br />Florida Department of Transportation - District 4, I-95 Ramp Meter Signal
<br />System. In conjunction with the I-95 Expressway project in District 4, Eric provided
<br />engineering support to the team responsible for programming, implementing and
<br />monitoring the ramp meter signals. As part of the team, Eric was responsible for the
<br />literature review and documentation of Best Practices, based on national and local
<br />experience. Eric was part of the team responsible for preparing the initial timing
<br />plans. He monitored ramp operations during the initial turn-on period, making
<br />adjustments to reflect field conditions, and monitoring compliance. Additionally,
<br />Eric prepared draft documentation, including alarm ticket procedures, maintenance
<br />procedures, operators procedures, and standard operation guidelines.
<br />Florida Department of Transportation - District 6, Traffic Operations and
<br />Safety Services*. Project manager responsible for providing crash data analysis,
<br />creating collision diagrams, and field reviews to identify safety issues, fatal crash
<br />reviews, pedestrian safety studies, and corridor safety studies. The fatal crash
<br />reviews analyzed historical crash data at specific sites to determine what may have
