PAGE 63 | RFQ 26-07-01; CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES <br />(CCNA) <br />TAB 3 - STAFFING <br />Hector Vargas, PE, IMSA II <br />Signalization/Traffic & Transportation Design/Traffic Calming <br />Hector has seven years of experience in designing and leading ITS and traffic <br />engineering and signalization projects. His work includes arterial and intersection <br />traffic analyses, conceptual design, development of transportation management <br />(MOT) plans, ITS design, ITS inspection, traffic signal design, traffic impact studies, <br />work zone traffic control design and analysis, traffic control devices, and accident <br />and safety analyses. Additionally, he has served as a quality assurance/quality <br />control engineer and reviewed numerous projects as a consultant for various <br />Departments of Transportation (DOTs) and counties. His representative project <br />experience includes: <br />Florida Department of Transportation District 6, Rickenbacker Bridge <br />Rehabilitation (Bridges 870162 (NB to I-95) & 870163 (SB to S Dixie Hwy) <br />Active Work Zone Management and Maintenance of Traffic (MOT) Support. <br />Field engineer/MOT designer for this FDOT bridge rehabilitation project. Hector <br />provided support in developing signal timing plans and coordinated with the signal <br />maintaining agency to implement them in the central system. Collaborated with the <br />project CEI, City of Miami Police, and Village of Key Biscayne Police to ensure efficient <br />traffic operations. Actively monitored work zones and made real-time signal timing <br />adjustments to alleviate congestion and improve traffic flow. Documented and <br />analyzed outcomes through daily dashboards and traffic alerts to ensure effective <br />traffic management. <br />Florida Department of Transportation - District 6, SR 836/I-95/I-395 <br />Pavement Reconstruction Smart Work Zone Management. Traffic engineering <br />analyst assisting in the maintenance of traffic monitoring and managing signal timing <br />operations along detour routes during construction. Hector aided in updating signal <br />timings for several intersections along detour routes and ensuring maintenance of <br />traffic compliance by vehicles traversing the work zone. <br />Florida Department of Transportation - District 6, Districtwide Pedestrian <br />and Bicycle Support Conceptual Design. Project engineering technician for <br />supporting contract limits and identifying and avoiding potential conflict with <br />proposed roadway work. Survey and field verification of all encountered potential <br />utility conflicts was completed. Hector was responsible for ensuring that Miami- <br />Dade County and FDOT standards policies and procedures and design and <br />construction criteria were being followed for each utility coordination/ relocation. <br />Hector coordinated with FPL to identify service points for ITS, signal, lighting, <br />and landscape lighting.
