<br />With 18 years of experience, Ehsan currently serves as a professional engineer for
<br />traffic operations, safety, and transportation planning projects. His experience
<br />includes traffic operational analysis, traffic forecasting, pedestrian/bike safety
<br />studies, interchange evaluation (IARs), PD&E studies, corridor studies, alternatives
<br />development, ICE analysis, and comprehensive safety evaluation. Ehsan is
<br />knowledgeable of various policies/standards/tools like HCM, HSM, MUTCD, FDOT
<br />TEM, FDOT ICE, PPM, MUTS, FDM, FDOT Access Management Guidebook, FDOT
<br />Interchange Access Request User’s Guide (IARUG), FDOT Traffic Analysis Handbook
<br />and FDOT Project Traffic Forecasting Handbook. Representative project experience
<br />includes:
<br />Florida Department of Transportation - District 6, Districtwide Traffic
<br />Engineering Support Services Consultant. QA/QC reviewer and technical
<br />task leader for this task work order (TWO) based contract providing traffic
<br />engineering services through the development of various traffic operations and
<br />safety studies identified for intersections, arterials, etc., and related improvement
<br />recommendations and evaluations. Studies/analysis, along with supporting tasks,
<br />include pedestrian facilities evaluations, mid-block crosswalk evaluations, crash
<br />evaluation and mitigation strategies, signal warrant analysis, arterial analysis/
<br />signal retiming, traffic calming evaluations, qualitative assessments, left turn phase
<br />analysis, signalization plans, speed zone study, conceptual design plans & cost
<br />estimates, and mast arm structural analysis.
<br />Florida Department of Transportation - District 4, Districtwide Traffic
<br />Operations Safety Reviews Studies. Assistant project manager responsible for
<br />preparing scope of services, fee estimates, and managing project documentation.
<br />Ehsan monitored project schedules, budgets, and scope. The scope included, but
<br />was not limited to, safety, pedestrian and bicycle safety studies, road safety audits,
<br />pavement resurfacing, restoration, and rehabilitation (3R) safety reviews. The team
<br />analyzed crash data from the past seven years to identify patterns and probable
<br />causes, developing improvement concepts considering right-of-way constraints,
<br />design exceptions, variations, and constructability, and evaluating alternatives based
<br />on operations, crash reductions, cost estimates, and net present values.
<br />Florida Department of Transportation - District 5, Districtwide Community
<br />Traffic Safety Program*. Project safety analyst for the intersection safety studies,
<br />midblock crossing studies, access management studies, signal warrant analyses,
<br />APS studies, safe curve speed studies for rural corridors, I-4 emergency crossover
<br />study, and a systemic pedestrian crosswalk safety analysis for SR A1A using Highway
<br />Safety Manual based benefit to cost (B/C) and net present value (NPV) analysis.
<br />Ehsan provided qualitative and operational assessment, historical crash analysis,
<br />and recommendations of countermeasures.
