Tab 2 - Qualifications <br />and supporting construction of water distribution systems, gravity sewers, force mains, sanitary and <br />reclaimed-water pump stations, treatment facilities, and stormwater systems. Relevant local experience <br />includes the Miami-Dade WASD Pump Station 0300 rehabilitation, involving five 600-hp pumps with an <br />operating range of approximately 7,000 to 31,000 gpm; the emergency replacement of a 48-inch force <br />main beneath the Oleta River at NE 163rd Street, for which CHA completed an HDD bypass design in <br />two weeks; and water, sewer, drainage, and private lift-station design for the Golden Glades Multimodal <br />Transportation Facility. CHA also designed the 36-inch water main along NW/NE 135th Street, including <br />an HDD crossing beneath the Biscayne Canal, and prepared a Basis of Design Report for replacement of <br />two large-diameter force mains along Indian Creek Drive in Miami Beach. This experience provides the <br />City with personnel familiar with Miami-Dade WASD criteria, constrained urban rights-of-way, trenchless <br />construction, canal crossings, emergency response, permitting, and coordination of civil, mechanical, <br />electrical, structural, controls, and site improvements. <br />CHA also strengthens the team’s stormwater qualifications. Arnelio Alfonso, PE, brings more than 41 <br />years of hydrology and hydraulics experience and has led drainage master planning, flood evaluations, <br />environmental permitting, and FDOT District 6 drainage review assignments. His experience includes <br />the SR 836 Extension Stormwater Master Plan, covering approximately 15 miles from NW 137th Avenue <br />to the MacArthur Causeway; the I-395 Drainage Master Plan in the City of Miami; and FDOT District 6’s <br />Districtwide Drainage Design and Plans Review contract involving hydraulic modeling, drainage wells, <br />exfiltration trenches, detention and retention systems, outfalls, bridge hydraulics, scour, and drainage <br />feasibility studies. <br />Geosol will provide geotechnical engineering, subsurface exploration, laboratory testing, construction <br />materials testing, and geotechnical recommendations. Headquartered in Miami Lakes, Geosol is an <br />FDOT-certified SBE and DBE prequalified in Work Groups 9.1, 9.2, 9.4.1, and 9.4.2. Its services are led by <br />Oracio Riccobono, PE, who has more than 40 years of experience performing geotechnical investigations <br />and engineering analyses for highways, bridges, rail systems, airports, seaports, and municipal <br />infrastructure throughout South Florida. Geosol has specific knowledge of subsurface conditions in and <br />around Sunny Isles Beach and has served as Geotechnical Engineer of Record on major Miami-Dade <br />projects, including the Miami-Dade Transit Elevated Metrorail Extension, SR 826/Palmetto Expressway <br />Section 2 Design-Build, Tamiami Trail Bridge Project, Hard Rock Stadium Pedestrian Improvements, <br />Lincoln Court Pedestrian Bridge over the Collins Canal in Miami Beach, and the SR 836 Design-Build <br />Project. The firm has also supported improvements along I-95, at the Golden Glades Interchange, and <br />throughout Florida’s Turnpike system. <br />Together, CTS, CHA Consulting, and Geosol meet or exceed the City’s requirements for feasibility studies, <br />roadway and street engineering, drainage and stormwater improvements, water and wastewater <br />systems, pump stations, subsurface investigation, regulatory permitting, mapping, cost estimating, <br />solicitation documents, bidding assistance, construction administration, on-site representation, grant <br />support, plan review, and technical assistance to City staff.
