Tab 2 - Qualifications <br />Proposed Schedule of Civil Engineering Services <br />Phase Typical Duration Anticipated Services <br />Assignment Definition 1–5 business days <br />Confirm project objectives, limits, available records, required <br />disciplines, deliverables, review periods, permitting needs, schedule, and budget; prepare the work authorization. <br />Existing-Conditions <br />Investigation 1–4 weeks <br />Conduct records review and field reconnaissance; initiate survey, <br />SUE, utility research, drainage inventory, condition assessment, <br />and geotechnical investigation as applicable. <br />Feasibility <br />and Concept <br />Development <br />2–6 weeks <br />Identify deficiencies, develop alternatives, evaluate utility, drainage, geotechnical, permitting, constructability, <br />maintenance, and cost considerations, and present recommendations. <br />Design Development 6–20 weeks <br />Prepare 30%, 60%, 90%, and final plans, calculations, <br />specifications, quantities, and cost estimates; coordinate CTS, <br />CHA Consulting, and Geosol disciplines. <br />Permitting and <br />Bidding <br />Agency- and <br />procurement- <br />dependent <br />Prepare and process applications, respond to agency <br />comments, support pre-bid activities, issue technical addenda, <br />review bids, and provide recommendations. <br />Construction and <br />Closeout <br />Duration of <br />construction <br />Review shop drawings, submittals, RFIs, change requests, and <br />payment documentation; provide site observations, technical <br />support, record drawings, and closeout services. <br />Key schedule considerations may include obtaining existing records, completing survey and subsurface <br />investigations, locating active utilities, coordinating roadway and drainage improvements with water <br />and wastewater facilities, securing regulatory approvals, and maintaining access and service during <br />construction. CTS will identify long-lead activities during scoping and advance compatible tasks <br />concurrently where practical. <br />Surveying and Mapping <br />CTS provides comprehensive in-house surveying, mapping, SUE, GIS, and geospatial services led by <br />Florida-licensed Professional Surveyors and Mappers. The team includes three licensed PSMs, experienced <br />field crews, survey technicians, CADD and GIS specialists, SUE personnel, and mobile and terrestrial <br />LiDAR resources. CTS’s field-to-finish capabilities include metes-and-bounds surveys, boundary and <br />topographic surveys, elevation information, horizontal and vertical control, GPS data collection, right- <br />of-way mapping, legal descriptions and sketches, construction layout, record and as-built surveys, <br />hydrographic surveys, utility designation, test holes, digital terrain models, and GIS-ready deliverables. <br />Specific qualifications and experience include: <br />• SR-80 Design Survey and SUE for Roadway Lighting Improvements, FDOT District 4: CTS <br />surveyed an 18-mile corridor containing more than 900 proposed light-pole locations. The work <br />included recovery and establishment of 38 primary control monuments, 145 aerial targets, 386 <br />roadway cross sections, documentation of 50 culverts, Quality Level B utility designation at <br />approximately 950 locations, and 81 Quality Level A test holes. GIS data and GPS RTK methods <br />were used to prepare design-ready utility records, and the assignment was completed on time <br />and within budget.
