Tab 2 - Qualifications
For transit-related assignments, CTS can support
service planning, route and schedule evaluation,
runtime verification, ridership and market analysis,
transit facility and bus stop planning, GTFS
validation, National Transit Database reporting,
technology and data-system planning, safety
and security compliance, grant development,
and coordination with operating agencies.
Our personnel have applied HASTUS-based
sampling and scheduling information, GIS, transit
datasets, and field observations to assess service
performance and translate findings into practical
operational and capital recommendations.
CTS also brings statewide technical leadership. Our
personnel led updates to FDOT’s Traffic Analysis
Handbook and Project Traffic Forecasting Handbook
and regularly apply HCS, Synchro, SIDRA, VISSIM,
travel-demand models, GIS, Highway Safety Manual
methodologies, Intersection Control Evaluation
procedures, and FDOT traffic engineering criteria.
The team’s collective experience includes more
than 300 traffic studies, 100 safety studies, 60
Intersection Control Evaluation analyses, and
extensive reviews of traffic, access, multimodal, and
transportation-planning documents. CTS is also
leading the development of SERPM 10 (Southeast
Florida Regional Planning Model, Version 10).
CTS’s integrated approach allows planning
recommendations to be evaluated against
roadway operations, accessibility, right-of-
way, drainage, utilities, constructability, cost,
funding eligibility, and regulatory requirements.
The team can carry an assignment from initial
research, public and stakeholder engagement,
and alternatives analysis through conceptual
engineering, plans, specifications, estimates,
agency approvals, bidding, implementation, and
post-implementation performance monitoring.
This study-to-implementation continuity will
allow the City to use one coordinated team for
mobility policies, transportation studies, pilot
programs, and capital improvements while
maintaining consistency in data, assumptions,
recommendations, and project priorities.
Embedded in Transit
Operations &
Scheduling
HASTUS • GTFS • NTD
Ongoing support for
HASTUS scheduling,
& Intersection
Evaluations
~4,600 Bus Stops • 1,400+ Intersections
GIS-based evaluation of
~4,600 bus stops and
1,461 intersections to
prioritize accessibility,
safety, mobility, and
capital improvements.
Transit-Informed Traffic & Corridor Analysis
Regionwide experience
in crash and operational
analysis, signal and stop-
control warrants, signal
retiming, road safety
audits, ICE studies, access
management, traffic
calming, and multimodal
corridor evaluation.
Systemwide Transit &
Traffic Data Analysis
counts, turning-movement
counts, speed and travel-
time studies, queue
and delay observations,
operational analysis, and
data QA/QC.
Infrastructure & Capital Support
50+ Transit Shelter Surveys
Bus bays, shelter relocations, ADA boarding areas,
sidewalks, drainage, lighting, signalization, signing
and pavement markings, utility coordination,
permitting, and construction support.
