<br />Specific qualifications and experience include:
<br />• Districtwide Signal Retiming, FDOT District 6 : CTS managed the evaluation and retiming
<br />of 60 signals along corridors ranging from approximately 0.5 to 8 miles. The work evaluated
<br />existing timing and developed adjustments intended to improve travel times and reduce delay.
<br />Corridors included SR 922 from Broadview Boulevard to Collins Avenue and SR 112 from Alton
<br />Road to Collins Avenue, providing particularly relevant experience with signal operations and
<br />traffic conditions along and approaching the Collins Avenue corridor.
<br />• Traffic Operations and Safety Studies, FDOT District 6: CTS has led traffic operations and
<br />safety assignments throughout Miami-Dade and Monroe Counties involving crash analysis,
<br />traffic counts, intersection and arterial analysis, signal warrants, left-turn phase warrants,
<br />sight-distance evaluation, lighting studies, speed studies, road safety audits, ICE analyses,
<br />bottleneck mitigation, midblock pedestrian-crossing evaluations, access management,
<br />conceptual improvements, and preliminary cost estimates. Representative assignments have
<br />addressed pedestrian conditions, signal operations, roadway lighting, speed limits, wrong-way
<br />movements, and high-crash locations in urban and multimodal settings.
<br />• SMART Program Review Support, Miami-Dade County: CTS serves as a primary technical
<br />reviewer supporting FDOT District 6 and Miami-Dade DTPW for all six SMART corridors: Northeast,
<br />North, South, East-West, Beach, and Kendall. Reviews include traffic operations, travel-demand
<br />modeling, transit ridership forecasting, PD&E documentation, preliminary and final plans,
<br />temporary traffic control, signals, ITS, drainage, utilities, right-of-way, parking, maintenance
<br />facilities, and permitting. The Beach and Northeast corridors are especially relevant to the
<br />City’s need to coordinate local transportation initiatives with regional transit planning and
<br />improvements affecting northeastern Miami-Dade County.
<br />• Countywide Intersection Improvements Prioritization Study, Broward County: CTS provides
<br />ongoing planning, scheduling, data, GIS, compliance, and program support as an extension of
<br />BCT staff. Experience includes HASTUS-based sampling and scheduling support, GTFS validation,
<br />monthly National Transit Database reporting, ride checks, passenger counts, runtime validation,
<br />express-bus analysis, Community Shuttle Program audits and SOPs, environmental and equity
<br />support, and transit-infrastructure planning. CTS has supported more than 20 fixed routes and
<br />conducted more than 50 transit shelter surveys, with associated work involving bus bays, shelter
<br />relocations, ADA boarding areas, sidewalks, drainage, lighting, and permitting.
<br />• General Planning Consultant Services, Broward County Transit & Miami-Dade County TPO:
<br />CTS serves as the incumbent prime General Planning Consultant for Broward County Transit
<br />and is also one of the prime consultants under the Miami-Dade Transportation Planning
<br />Organization’s General Planning Consultant contract. For BCT, CTS provides ongoing planning,
<br />scheduling, data, GIS, compliance, and program support, including HASTUS-based sampling,
<br />GTFS validation, National Transit Database reporting, ride checks, passenger counts, runtime
<br />analysis, Community Shuttle Program audits and SOPs, and transit-infrastructure planning. CTS
<br />has supported more than 20 fixed routes and systemwide bus-stop evaluations at approximately
<br />4,600 locations.
<br />Under the Miami-Dade TPO GPC contract, CTS provides task-order support for transportation
<br />planning, traffic analysis, transit studies, data collection, travel-demand modeling, traffic
<br />simulation, safety and security evaluations, and regional program development. Representative
