Our team is pursuing the General Civil Engineering, <br />Surveying and Mapping, Environmental and Coastal <br />Engineering, and Construction Engineering & Inspection <br />(CEI)Servicesdisciplines.Asamultidisciplinaryfirmwe <br />can also support the City with in-house geotechnical <br />engineers, grant writers and administrators, and <br />construction management and administration personnel. <br />Theinformationbelowoutlineshowourteamwill <br />manage the schedule and services requested by the City. <br />Project Management Approach <br />CEDpledgestotheCitythatprojectassignmentswill <br />receiveappropriateresourcestofulfillscheduleand <br />budgetrequirements.Ourproposedprojectmanager <br />andkeystaffhavetheexperience,commitmentto <br />quality, and depth of resources to ensure availability to <br />address all assignments associated with this contract. <br />CED is dedicated to addressing the needs of our clients in <br />a manner that is responsive, budget-conscious, focused, <br />and technically sound. <br />Potential Tasks & Timeliness. With respect to <br />assignmentsthatinvolveCityprojects,ourcontract <br />manager shall clarify upon receipt of the assignments <br />from the City the deadlines that must be adhered to <br />by CED. If an issue arises during the processing of the <br />assignmentthatwouldaffecttheschedule,thecontract <br />managerwouldcommunicatewiththeCity’sproject <br />manager and discuss how this issue can be addressed <br />andadjustmentstotheoriginalschedule. <br />In regards to assignments pertaining to development <br />reviews and permit applications for work proposed within <br />the City right-of-ways, the contract manager shall adhere <br />to any timelines for processing reports and permits that <br />are prescribed in the City Code. If there are no timelines <br />prescribed in the City Code for the processing of reports <br />and permits , the contract manager will communicate <br />withappropriateCitystafftodeterminethedeadlinethat <br />must be adhered to for completing the assignment. <br />While assignments are being processed, whether on City <br />ordevelopersponsoredprojects,thecontractmanager <br />shallstayincommunicationwithkeyCitystafftoadvise <br />on progress that is being made. If required, the contract <br />managershallmeetwithCitystaffonaregularoras <br />needed basis to review progress on assignments. <br />AtCED,wehavedevelopedasuccessful,fit-for-purpose <br />projectdeliveryprocessthatincludesbudget,quality <br />control/quality assurance, and schedule control <br />methodologies. Backed by our on-going experience <br />serving as municipal engineering consultants, we <br />understand the responsibility for transparent planning <br />andaccountabilitywhenusingpublicfunds.Utilizing <br />specializedfinancialtrackingsoftware,wealsoclosely <br />monitor our labor and expenses on a weekly basis <br />allowingourprojectmanagertoproactivelyrespondand <br />controlourcontractcosts.Throughoutdesignandour <br />Quality Assurance/Quality Control management program, <br />we utilize our CEI team to collaborate on constructibility <br />andvalueengineeringperspectives.Wealsohavestaff <br />experienced in lifecycle analysis, sustainability, and <br />resiliency. <br />CED relies heavily on internal/external communication, <br />internal milestone development and controls, and <br />Colliers Engineering & Design, Inc. scheduling software to <br />ensurethatwedeliverontimeandwithinbudget.These <br />management controls are further described in concert <br />with time-tested procedures utilized by CED below: <br />Contract Management <br />CED will be responsible for reviewing and evaluating the <br />requirements and expectations for each assignment and <br />recommendinganapproachtailoredtomeetallspecific <br />scopeelements.Uponreceiptofanyassignment,our <br />ProjectManager,BryantFacey,PE,willthoroughlyreview <br />the scope of services and related information provided <br />bytheCity.Thisreviewwillallowustorecommendthe <br />appropriatescoperequirements,staffingresources, <br />schedule, and budget on the task assignment for the City. <br />Oneofthemostimportantpartsofanysuccessfulproject <br />is proper communication with all stakeholders during <br />allphasesofprojectcycle.CEDholdsperiodicmeetings <br />withtheclient,stakeholders,andteamstafftoproperly <br />understandchallenges,reviewofanticipatedprojectsor <br />planningefforts. <br />Work Assignment Proposal Development. Upon <br />notificationofarequestforanewassignmentproposal, <br />Mr.FaceywillcoordinatedirectlywiththeCity’sProject <br />Manager to fully understand the needs and scope of <br />theproject.Hewillthenworkcloselywithourteam <br />leaderstobuildaspecificprojectteamwhoseskillsets <br />and expertise are most appropriate for the assignment. <br />Ourproposedprojectteamwillbeclearlydocumented <br />in the proposal with the team’s roles and responsibilities. <br />Theprojectteamwillbereliedupontodevelopa <br />comprehensiveproposaltoexecuteasuccessfulproject. <br />Byinvolvingtheindividualswiththespecifictechnical <br />expertise at the proposal development stage, our <br />Schedule of Proposed Services <br />Colliers Engineering & Design   13
