At the forefront of all, is the necessity to implement public outreach efforts to the <br />residents of the community regarding such proposed drainage improvements. <br /> <br />Current Drainage Issues <br />• Overwhelmed Stormwater Capacity: Heavy downpours regularly swamp the low-lying barrier island, <br />prompting local emergency declarations due to surface water accumulation. <br />• Subsurface Degradation: Aging drainage lines and deep injection/drainage wells introduce brackish <br />water mixes into porous limestone, weakening underground support and causing reverse drainage. <br />• Soil Compaction and Sinking: High-density building weight and intensive construction pile-driving <br />(averaging towers over 600 feet tall) have accelerated ground subsidence, with select luxury high- <br />rises sinking up to 3 inches—leading to warped subterranean parking levels and misaligned pipes. <br /> <br />Municipal Challenges and Mitigations <br />• Central Island Drainage Project: The city is actively upgrading infrastructure by converting 10 existing <br />drainage wells into pressurized wells to expand capacity between 174th and 183rd Streets. <br />• System Maintenance: Public Works routinely services the city’s network (including 170 manholes, <br />390 catch basins, and 50 wells) and deploys portable pumps ahead of king tides and major storms. <br />• Development Pressures: Balancing continuous real estate growth with strict National Pollutant <br />Discharge Elimination System (NPDES) environmental rules remains difficult as dense paving <br />prevents natural rainwater absorption. <br /> <br />The City may authorize assignments ranging from planning studies, surveys, and utility investigations to <br />roadway, stormwater/drainage, water/sewer utility, structural, and construction engineering projects for the <br />professional categories submitted. CAS has successfully delivered similar continuing services assignments <br />for municipalities throughout Miami-Dade, Broward, and Palm Beach Counties and understands that timely <br />responsiveness, flexibility, and proactive coordination are essential to the success of a continuing services <br />contract. Over the years, our team has developed an understanding of the City's infrastructure, permitting <br />processes, design standards, and project delivery expectations through both completed and ongoing <br />assignments. <br /> <br />Figure 2-1 (attached) illustrates CAS's typical project delivery process. Each assignment begins with a <br />collaborative review of the City's objectives, existing conditions, available records, and project constraints. <br />In-house surveying and subsurface utility engineering services—including records research, Sunshine 811 <br />coordination, electromagnetic designation (EMD), ground penetrating radar (GPR), 3D radar tomography <br />(RT), and vacuum soft digs—are integrated early in the process to develop accurate utility basemaps before <br />engineering design begins. This integrated approach minimizes utility conflicts, reduces unforeseen field <br />conditions, improves design accuracy, and helps reduce construction change orders. Multiple quality <br />assurance and quality control reviews are incorporated throughout each stage of design to ensure the <br />accuracy and completeness of project deliverables before progressing to the next phase. Final engineering <br />documents are then prepared for permitting, bidding, and construction. <br /> <br />Because CAS performs civil engineering, surveying and mapping, subsurface utility engineering, utility <br />locating, CADD, and construction management with experienced in-house staff, project activities can occur <br />concurrently rather than sequentially. This integrated project delivery model reduces coordination time <br />between subconsultants, accelerates project schedules, improves communication, and provides the City <br />with a single point of responsibility throughout every assignment. <br /> <br /> <br /> <br /> <br />9
