Proven in Practice. <br />18 <br />Our marine science team conducting a seagrass survey <br />using fixed transect methodology, collecting species-level <br />data to inform long-term monitoring and impact assessments <br />in Florida’s sensitive coastal environments. <br />Our team prepares due diligence reports, environmental <br />surveys and monitoring reports, and compiles feasibility <br />reports for a variety of coastal projects throughout Florida. <br />Our scientists routinely perform statistical analyses and <br />reporting for efforts involving the detection of shifts in <br />community composition at the species level in response <br />to upstream or land-based activities. <br />In addition to providing qualified and experienced <br />staff, Cummins Cederberg can provide the necessary <br />equipment to perform a range of surveys including a <br />shallow water vessel, mapping equipment, drones, data <br />sondes for the collection of water quality data, sediment <br />cores (i.e., jet probes), video and still cameras, and SCUBA <br />diving equipment necessary to perform marine resource <br />surveys. <br />Cummins Cederberg understands the requirements <br />necessary to conduct an environmental assessment <br />and the importance of reviewing regulatory terms and <br />conditions with the state and federal resource agencies, <br />as well as local stakeholders and special interest <br />groups. Our environmental team have a firm grasp of <br />the environmental and logistical coordination efforts <br />needed to develop a project from conception through <br />implementation. <br />ENVIRONMENTAL PERMITTING <br />Permitting and design are often considered as separate <br />entities, however, our experience is that these areas <br />are so interconnected that the final permitted design <br />often is the construction design. By involving regulators <br />and stakeholders from the pre-conception phase all the <br />way through final construction, and working through <br />environmental, property ownership, or other concerns at <br />the onset, we can move through the permitting process <br />smoothly. <br />Our in-house team of marine biologists, regulatory, policy, <br />and planning experts have unrivaled expertise in local, <br />state, and federal environmental permitting. Cummins <br />Cederberg staff includes a former FDEP Deputy Director <br />and a former USACE Section Chief, as well as former <br />environmental regulatory permit reviewers with intimate <br />knowledge of the regulatory process and professional <br />relationships with key agency personnel. By working <br />closely with these agencies and encouraging frequent <br />communication during project development, Cummins <br />Cederberg assists clients in facilitating the timely <br />acquisition of permits authorizing construction, necessary <br />modifications, and permit extensions. <br />The former regulators on our team have a unique <br />understanding of regulations and prepare comprehensive <br />permit applications and responses to requests for <br />additional information (RAI) resulting in shorter permitting <br />process durations and associated consulting costs. <br />The environmental regulatory agency staff are tasked <br />with enforcing their agency’s rules, while working with <br />applicants to arrive at a permittable project. In Florida, <br />where protecting upland infrastructure is paramount, the <br />submerged ecological resources must also be protected. <br />It is our job to provide the regulatory agencies with the <br />information they need to verify and document a project’s <br />compliance with the guiding regulations so that agency <br />staff can issue permits within the established project <br />schedule and budget.
