She applies this project management experience to ensure timeliness and accuracy of deliverables for projects being managed. Penny can quickly evaluate complex scientific information and communicate it to lay leaders for decision-making purposes. She has a proven track record negotiating complex technical issues, particularly regarding aquatic and coastal ecosystems. The first half of Penny’s career was in the public sector administering federal, state, and county environmental regulatory programs. This government expertise has been paramount to her success in the more recent half of her career assisting public and private clients in the private sector. RELEVANT PROJECT EXPERIENCE Biscayne Point Canal Dredging, Miami-Dade County, Florida. Senior director managing marine resource surveys, environmental permitting, engineering design, mitigation negotiations, and public meetings for dredging the 7,650 LF Biscayne Point Canal system. Maintenance dredging is needed provide vessel access for the waterfront residents and improve flushing within the canals. Directed evaluation of avoidance and minimization of marine resource impacts through dredge design, conducted mitigation assessment and discussions with City, and participated in public meetings. Deliverables include marine resource survey report, permit application packages, permit drawings, mitigation evaluation matrix, and project timelines. Citywide Living Shoreline Site Viability Assessment, Miami Beach, Florida. Project Manager for the assessment 10 city owned sites and ranked the top 3 to develop designs for living shorelines. Responsibilities included managing the analysis of 118 City-owned shoreline segments to select locations for living shorelines to increase the stabilization and resiliency of waterfront property and increase community engagement with the waterfront. Ten City-owned shoreline segments were identified for field investigations to assess viability for development of living shorelines. Deliverables involved marine resource survey report, grant funding evaluation, and site suitability report. Conceptual designs were developed for the top three ranked sites, and findings were presented to the City. Fisher Island Ferry Terminal Repairs, Fisher Island, Florida. Senior director overseeing environmental assessment, engineering design, environmental permitting, and mitigation (coral relocation) for Fisher Island, a private residential island in Biscayne Bay Aquatic Preserve. Managed ongoing maintenance for the passenger ferry terminal on Terminal Island and the landing on Fisher Island due to constant ferry landings. Led construction administration and permit close-out processes for the facility project construction. PENNY CUTT Contract Manager
