She is an experienced diver, a <br />PADI Divemaster, and has conducted benthic monitoring and marine habitat <br />surveys throughout South Florida, including hardbottom , coral, and seagrass <br />surveys. She has prepared multiple permit applications to the SFWMD, FDEP, <br />and USACE, and is familiar with the requirements of the USACE’s JaxBO. <br />Francesca specializes on projects with a focus on environmental permitting <br />and compliance, environmental impact assessments, NEPA documentation, <br />marine benthic habitat monitoring and delineations, marine biological <br />monitoring, ecology and habitat restoration/mitigation, wetland delineation <br />and restoration monitoring, and listed species, migratory bird, shorebird, and <br />wildlife surveys. <br />RELEVANT PROJECT EXPERIENCE <br />Arlen House Condominium Association Coral Joint Inspection, Sunny <br />Isles Beach, Florida. This project involves a seawall replacement. Led and <br />conducted a joint coral survey with representatives from Miami Dade County <br />Department of Environmental Resources to confirm and identify corals <br />potentially proposed for relocation. <br />Miami-Dade County Beach Nourishment Hardbottom Verification Surveys, <br />Miami, Florida. Project manager and field lead responsible for overseeing and <br />conducting in water hardbottom edge verifications to identify locations of and <br />characterize sensitive marine habitats and emergent faunal communities <br />offshore of 13 miles of Miami-Dade County beaches. Data collection included <br />vertical edge relief and rugosity, characterization of dominant benthic floral and <br />faunal communities, and substrate/sediment descriptions. Field verifications <br />were performed to confirm the location of hardbottom communities identified <br />by side-scan sonar surveys to support design planning relative to future beach <br />nourishment events. Additionally, as project manager, coordinated extensively <br />with environmental regulatory agencies including FDEP to determine potential <br />project impacts and assist with permitting RAIs. <br />Tidal Flooding Mitigation and Shoreline Protection, Coastal Wetland & <br />Mangrove Survey, Hollywood, Florida. Conducted a coastal wetland and <br />mangrove survey along 22 City owned and identified priority areas which <br />are affected by sea level rise and subjected to coastal flooding. The coastal <br />wetland and mangrove survey was conducted in support of the design and <br />permitting efforts for the City’s Tidal Flooding Mitigation and Shoreline <br />Protection project. Assisted with the results of the survey and future permitting <br />applications which were submitted in a summary report in conjunction <br />with the marine resources survey and report including maps, figures, and <br />representative photographs. <br />Higgs Beach Biological Monitoring, Key West, Florida.
