RFQ #26-07-01 | 123 4.4.2 Design Services Approach Our team is familiar with the requirements for undertaking the tasks outlined in the City’s RFQ. The general core processes involved in carrying out an assignment or project will broadly encompass the following activities - with adjustments, as needed. A. Field Review At the commencement of each project, EAC will schedule a field review with our team members and personnel and will invite applicable assigned staff from the City. Discussions and observations will be aimed at reviewing the background of the project and any important issues, problems or requirements. Other agencies, as deemed appropriate, may be invited only when authorized by the city. We will document the field review and furnish photographs of the project to identify areas of concern. The field visits will serve to familiarize our team with critical areas that need attention, and to identify any conditions that may not have been included in the data collection process. B. Data Collection Insert This is an extremely important element of any project. Data to be collected includes as-built plans; previous feasibility reports; historic aerial photographs; rainfall, storm and flow records; previous studies in nearby areas; FEMA maps; existing and proposed land use maps; discussions with City maintenance and public works staff; and drainage permits. Also, drawings of completed and proposed projects within the project area and adjacent areas are often useful. C. Kick-off and Brainstorming Session Once our team has received substantial field data and have completed the field review, our project manager will conduct a kick-off and brainstorming session where our team - including the discipline leads involved in each project or assignment –will gather to discuss alternatives for the project. This meeting is typically followed by a kick-off meeting with the City to discuss our findings and our approach to executing the project. D. Review the Regulatory Requirements & Design Criteria Our team will proceed to review federal, state, regional and local agencies having jurisdiction over development of facilities in the area. These agencies may include at a minimum: FDOT; Palm Beach County; South Florida Water Management District (SFWMD); Florida Department of Environmental Protection (FDEP); and local authorities. This review helps avoid developing alternatives that are not feasible from the permitting or regulatory approval standpoint. E. Pre-Design Services Pre-design work generally includes all work needed to retrieve site specific technical data to be utilized for the engineering design purposes: Right-Of-Way Surveying and Mapping - Our survey consultant is familiar with City. If requested by the city for a fast track project or to expedite the work, multiple crews will be deployed to gather information as part of the surveying project requirements. Our surveyors will perform topography and surveying services to obtain actual locations of site features, elevations, and important geometric data critical for design computations and analyses. All survey work will also comply with WUD standards, as well as the Minimum Technical Standards for Surveying and Mapping - according to Chapter 5J-17.052 Florida Administrative Code, and Chapter 471 Florida Statutes. Geotechnical Engineering & Soils Investigation - Our team’s subconsultant is also thoroughly familiar with the City. A detailed geotechnical evaluation will be conducted along the project corridor for each assignment. Geotechnical elements include soil and rock conditions, seasonal groundwater elevations and isolated near surface muck. Specific attention will be paid to these conditions during field investigations. We will also review available geotechnical data and draw upon our experience in the project area.
