RFQ #26-07-01 | 35 2.4 Experience with Regulatory Agencies Understanding and adherence to jurisdictional regulations and requirements is integral to the success of projects and assignments on capital infrastructure programs. EAC’s project team brings a depth of experience in securing jurisdictional approvals. EAC is thoroughly familiar with the requirements of all jurisdictional agencies that maintain authority for the implementation of infrastructure projects locally and statewide. Our experience on previous projects has given us the opportunity to liaise and gain the confidence of approval agencies and departments. In addition, we have been privileged to perform services directly for several local and statewide permitting agencies - which, in turn, has allowed us to understand agency perspectives and develop relationships with permitting staff. EAC has served several governmental permitting agencies as a Prime Consultant, including Miami-Dade Department of Transportation and Public Works (DTPW), Miami-Dade Regulatory and Economic Resources (RER), Miami-Dade Water and Sewer Department, South Florida Water Management District (SFWMD), Florida Department of Environmental Protection (FDEP), US Army Corps of Engineers (USACE), and Florida Department of Transportation (FDOT). We fully understand current State of Florida and local statutes and codes, environmental regulations, and varying ordinances that relate to - or directly impact - infrastructure development and construction. Permitting Approach Early Communication: Our team will work diligently on assigned tasks to ensure that we approach regulatory reviews and approvals in an organized manner. This will facilitate a seamless and expedited process. We will proactively initiate communications early with identified and applicable agencies and implement an “Early Permit Reconnaissance” strategy that will ensure transparency and openness throughout the process. Local Knowledge and Strong Relationships: We know the agencies and procedures, and we have excellent relationships with the permit reviewers and decision makers. Utilizing local staff eases our coordination with regulatory agencies. This is of paramount importance, as our experiences have shown that the process of securing needed approvals is immensely simplified because our staff are familiar with local conditions, regulations and preferences of permitting agencies and their respective staff. Many of our staff have worked directly or indirectly for the agencies that will maintain jurisdictional authority over projects or tasks that result from this contract. Customized Solutions: We are well positioned to utilize our knowledge and familiarity to devise customized, cost effective, time sensitive, and innovative approaches to securing permitting approvals. Our knowledge and strong professional relationships are essential because we can solicit and receive early feedback and guidance to steer the implementation of assigned projects or tasks. We know the agencies and procedures, and we have excellent relationships with the permit reviewers and decision makers. Our team will utilize our knowledge and familiarity to devise customized, cost effective, time sensitive, and innovative approaches to securing permitting approvals. 2.4.1 Miami-Dade Department of Regulatory and Economic Resources EAC’s familiarity and experience with DERM dates back to origins of our firm and has since progressed and flourished - due to the outstanding partnerships that EAC has developed while working closely with DERM to accomplish regulatory compliance on projects. We fully understand that DERM’s responsibility is to ensure compliance with federal, state, and county (Chapter 24 and Chapter 11C of the Miami-Dade County code) environmental laws. EAC’s staff members are experienced with the regulatory practices, standards, and policies of Miami-Dade DERM. EAC’s direct experience with DERM has included coordination and compromise to attain and comply with securing the following types of permits and approvals: • Paving and Drainage, Water Control, and Pollution Remediation • Environmental Review Approvals • Site Plan Reviews • Paving and Grading Approvals • Environmental Resource Permits (ERPs) • Class I Permit - Work performed over tidal or coastal waters • Class II Permit - Outfalls and discharge into surface waters • Class III Permit - Work within non-tidal canals or areas under the direct control of Miami-Dade County • Class IV Permit - Work involving work in freshwater wetlands
