<br />Scott Allen Davis | Director of Environmental Sciences
<br />Scott’s extensive experience and passion spans a wide range of environmental and
<br />regulatory fields, showcasing a deep expertise in managing complex ecological
<br />systems and land use planning. Scott is well versed on conducting ecological
<br />assessments, creating and executing plans for ecological surveys, conducting
<br />regulatory reviews, and developing plans for development that consider environmental
<br />factors. Scott’s expertise in these areas demonstrates a comprehensive understanding
<br />of the intersection of environmental management, regulatory compliance, and
<br />sound science. As a result, Scott serves as a valuable asset in handling complex and
<br />multifaceted environmental projects. Additionally, Scott understands the importance
<br />of client representation and acts as a liaison between clients and regulatory agencies
<br />and he also manages Edgewater’s Apalachicola Office.
<br />Project Experience
<br />Municipal & Committee Experience | Apalachicola, FL
<br />Scott serves as Chairman of the Tree Committee and is an active member of the Parks
<br />and Recreation Committee for the City of Apalachicola. In these roles, he participates
<br />in planning, design, and review processes that require coordination with regulatory
<br />agencies, city staff, and the public. He is responsible for ensuring that city actions align
<br />with applicable local, county, and state land development regulations, ordinances,
<br />and code requirements.
<br />Tree & Site Review Responsibilities
<br />Scott oversees the processing and review of tree removal applications within city
<br />rights-of-way. His responsibilities include conducting tree inspections, identifying
<br />species, evaluating setbacks, and ensuring compliance with zoning standards. He
<br />regularly interprets agency language related to tree removal applications, assists with
<br />conflict resolution, and coordinates with various city departments on matters related
<br />to sidewalks, foundations, lighting, building codes, and wind ratings.
<br />Permitting & Regulatory Experience
<br />Scott has been instrumental in the design and permitting of numerous projects
<br />requiring state and federal approvals. He has successfully secured Environmental
<br />Resource Permits (ERP) from the State of Florida and obtained authorizations from
<br />the U.S. Fish and Wildlife Service, the Florida Department of Agriculture, the Northwest
<br />Florida Water Management District, and the St. Johns River Water Management District.
<br />Technical Expertise
<br />Scott possesses extensive knowledge of landscape ecology and consistently integrates
<br />environmental stewardship into site planning, regulatory permitting, and municipal
<br />decision-making processes.
<br />Apalachicola Riverfront Revitalization
<br />Following Hurricane Michael, the City of Apalachicola received a Community
<br />Development Block Grant for Disaster Recovery (CDBG-DR M0034) to rebuild critical
<br />coastal infrastructure. As Director of Environmental Sciences for Edgewater Group, Scott
<br />Davis supports this ongoing effort through coordination with the City, waterfront field
<br />assessments, and construction-phase collaboration with contractors and regulatory
<br />agencies.
<br />
<br />His work supports Edgewater Group’s broader scope, including engineered boardwalks,
<br />docks, retaining walls, submerged lands leasing, water quality monitoring, and state
<br />and federal permitting, contributing to the restoration of approximately two miles of
<br />resilient, functional waterfront.
