<br />involving principal threat waste, excavation adjacent to critical
<br />infrastructure, and technical impracticability arguments.
<br />Nyack Former Manufactured Gas Plant Site, Confidential
<br />Client, Nyack, NY (2012 to 2015). Design lead and project
<br />manager for an $8 million in-situ solidification and dredge
<br />and cap remedy involving intertidal ISS in the Hudson River,
<br />jet grouting at bedrock, cofferdam design, USACE permitting,
<br />turbidity monitoring, living shoreline restoration, and closure
<br />reporting.
<br />Gastown Former Manufactured Gas Plant (MGP) Site,
<br />National Fuel Gas, Tonawanda, NY (2013 to 2016). Design
<br />lead for the in-situ solidification (ISS) portion of the remedy
<br />including ISS to depths of 22 feet below ground, coordination
<br />with geotechnical design and building preservation, secant
<br />wall ISS applications, off-site river cofferdam design, and
<br />contractor-engaged design-bid-build delivery. Estimated
<br />project value $13 M.
<br />Project Manager and Technical Consultant, Former
<br />Manufactured Gas Plant Site, Orlando, FL (Current). Client
<br />representative on a five-company PRP, US EPA-led CERCLA
<br />site serving as both technical consultant and project manager
<br />reviewing all aspects of design, contracting, and remediation
<br />including shallow excavation, barrier wall design, ISS remedies,
<br />and complex groundwater investigations in the Upper Floridan
<br />aquifer.
<br />Hurricane and Storm Damage Reduction Project, Anselmi &
<br />DeCicco, Port Monmouth, NJ (2016-2017). Senior consultant
<br />for a multidisciplinary design using in-situ solidification ground
<br />improvement to support temporary works under a U.S. Army
<br />Corps of Engineers value engineering proposal involving
<br />cofferdams, anchored walls, diversion channels, and poor soil
<br />conditions.
<br />Pilot Demonstration of Sediment In-Situ Solidification
<br />(ISS), Electric Power Research Institute (EPRI), Springfield,
<br />MA (2013 to 2015). ISS technology lead, co-author of the
<br />Remedial Measure Work Plan and principal investigator for
<br />in-situ solidification of manufactured gas plant-impacted
<br />sediments in the Connecticut River using an auger rig on a
<br />barge to depths of 33 feet.
<br />Former Manufactured Gas Plant Site, Sanford, FL (2001 to
<br />2011). Project Manager and Technical Consultant representing
<br />the client on a multi-party PRP, US EPA-led CERCLA site
<br />involving a 150,000 cubic yard 30-foot-deep ISS project
<br />including treatability testing, design oversight, construction
<br />inspections, sediment remediation, stream restoration, and
<br />resolution of stakeholder conflicts.
<br />Former Petroleum Storage and Trans-shipment Facility,
<br />Barrier Wall Installation, Norfolk Southern Corp.,
<br />Jacksonville, FL. Design lead and senior construction manager
<br />for installation of a high-density polyethylene interlocking
<br />sheet pile barrier wall designed to prevent migration of
<br />weathered diesel fuel to the St. Johns River. As part of this
<br />remedy a former free product recovery trench was abandoned
<br />and backfilled, and the site was restored. Senior reviewer of the
<br />remedial action completion report and led successful efforts to
<br />achieve no further action status.
<br />Former Manufactured Gas Plant, Augustine, FL (1999
<br />to 2011). Design and implementation lead for two phases
<br />of design and remediation spanning over 10 years for soil
<br />excavation and sediment dredging and capping in the San
<br />Sebastian River. Phase I consisted of a $7 M, 85,000-ton
<br />source removal project for a deep excavation and dredge and
<br />cap project for U.S. Environmental Protection Agency led
<br />remediation.
<br />Environmental Services at Black Falcon Terminal,
<br />Massachusetts Port Authority, Boston, MA. Senior in-
<br />house consultant for assessment and remediation activities
<br />related to the identification of sediments with elevated
<br />concentrations of polychlorinated biphenyls. Responsibilities
<br />included developing remediation strategies and cost estimates,
<br />dewatering and treatment options, preparing specifications,
<br />and designs for the selected remedy.
<br />Conley Fuel Terminal, South Boston, MA (2013 to 2015).
<br />Design lead and technical consulting for a $1.8 M rotary mixed
<br />(Lang Tool) in-situ solidification project to address residual
<br />nonaqueous phase liquid in a former freight terminal planned
<br />to be converted to a park.
<br />Electric Utility Power Plant, Engineering Support, Palatka,
<br />FL. Provided engineering support for stack sampling and
<br />velocity measurements for coal burning effluent stacks and
<br />sulfur dioxide scrubbers.
