Former WPS Marinette Manufactured Gas Plant Site, WEC
Energy Group, Marinette, WI (2018). Third party review of
another consultant’s remedial design work plan and pre-design
investigation approach on this Superfund Alternative Site
involving principal threat waste, excavation adjacent to critical
infrastructure, and technical impracticability arguments.
Nyack Former Manufactured Gas Plant Site, Confidential
Client, Nyack, NY (2012 to 2015). Design lead and project
manager for an $8 million in-situ solidification and dredge
and cap remedy involving intertidal ISS in the Hudson River,
jet grouting at bedrock, cofferdam design, USACE permitting,
turbidity monitoring, living shoreline restoration, and closure
reporting.
Gastown Former Manufactured Gas Plant (MGP) Site,
National Fuel Gas, Tonawanda, NY (2013 to 2016). Design
lead for the in-situ solidification (ISS) portion of the remedy
including ISS to depths of 22 feet below ground, coordination
with geotechnical design and building preservation, secant
wall ISS applications, off-site river cofferdam design, and
contractor-engaged design-bid-build delivery. Estimated
project value $13 M.
Project Manager and Technical Consultant, Former
Manufactured Gas Plant Site, Orlando, FL (Current). Client
representative on a five-company PRP, US EPA-led CERCLA
site serving as both technical consultant and project manager
reviewing all aspects of design, contracting, and remediation
including shallow excavation, barrier wall design, ISS remedies,
and complex groundwater investigations in the Upper Floridan
aquifer.
Hurricane and Storm Damage Reduction Project, Anselmi &
DeCicco, Port Monmouth, NJ (2016-2017). Senior consultant
for a multidisciplinary design using in-situ solidification ground
improvement to support temporary works under a U.S. Army
Corps of Engineers value engineering proposal involving
cofferdams, anchored walls, diversion channels, and poor soil
conditions.
Pilot Demonstration of Sediment In-Situ Solidification
(ISS), Electric Power Research Institute (EPRI), Springfield,
MA (2013 to 2015). ISS technology lead, co-author of the
Remedial Measure Work Plan and principal investigator for
in-situ solidification of manufactured gas plant-impacted
sediments in the Connecticut River using an auger rig on a
barge to depths of 33 feet.
Former Manufactured Gas Plant Site, Sanford, FL (2001 to
2011). Project Manager and Technical Consultant representing
the client on a multi-party PRP, US EPA-led CERCLA site
involving a 150,000 cubic yard 30-foot-deep ISS project
including treatability testing, design oversight, construction
inspections, sediment remediation, stream restoration, and
resolution of stakeholder conflicts.
Former Petroleum Storage and Trans-shipment Facility,
Barrier Wall Installation, Norfolk Southern Corp.,
Jacksonville, FL. Design lead and senior construction manager
for installation of a high-density polyethylene interlocking
sheet pile barrier wall designed to prevent migration of
weathered diesel fuel to the St. Johns River. As part of this
remedy a former free product recovery trench was abandoned
and backfilled, and the site was restored. Senior reviewer of the
remedial action completion report and led successful efforts to
achieve no further action status.
Former Manufactured Gas Plant, Augustine, FL (1999
to 2011). Design and implementation lead for two phases
of design and remediation spanning over 10 years for soil
excavation and sediment dredging and capping in the San
Sebastian River.
