<br />Matthew Kehoe is a waterfront practice leader with over 18 years of practical leadership,
<br />management, and engineering experience specializing in projects relating to waterfront
<br />facilities. Matt is a professional engineer and ADCI certified commercial diver with expertise
<br />in waterfront structure condition assessment and construction support. In addition,
<br />his experience includes the design of repairs for deteriorated structures, including the
<br />development of mooring and fender systems. His keen communication skills focus on
<br />developing positive relationships with clients, architects/engineers, local authorities, and
<br />contractors while delivering cost-effective results.

<br />Waterfront Inspection
<br />Waterfront Inspections for Various Clients in the US Northeast, including the NYC
<br />Economic Development Corporation (NYCEDC), Hudson River Park Trust (HRPT), the
<br />NYC Department of Park and Recreation (NYCDPR), and various Towns and Villages:
<br />Project Manager and Inspection Team Leader. Provided various waterfront services as part of
<br />planned improvements to waterfront properties. Key Facilities Inspected: Port Washington
<br />Town Dock, Stepping Stones Lighthouse, Bellport Municipal Dock, NYC East River Esplanade,
<br />Manhattan Heliport, Pier 40, Rockaway Beach Bulkhead, Manhattan Cruise Terminal,
<br />Brooklyn Bridge Park and World’s Fair Marina.
<br />Underwater Bridge and Waterway Inspections and Bathymetric Surveys: Project
<br />Manager & Inspection Team Leader. Performed for clients consisting of both state agencies
<br />and privately operated facilities. Work performed for public entities included inspections
<br />and surveys in compliance with either the FHWA-NHI standards or the superseding state
<br />program. The general scope of work comprised performing underwater inspections of
<br />bridge substructure units, examining channel profiles for scour and elevation changes, and
<br />leading survey teams conducting bathymetric surveys using multi-beam and echoscope
<br />technologies. Key Bridge Inspections and Channel Surveys: TBTA Verrazzano-Narrows Bridge,
<br />TBTA Throgs Neck Bridge, TBTA Cross Bay Bridge, PANYNJ Newark Airport Misc. Bridges,

<br />Port and Terminal Facility Condition Assessments: Project Manager and Inspection Team
<br />Leader. Performed assessments for public and private agencies that manage maintenance for
<br />container and bulk carriers, passenger ships and recreational vessel facilities; domestically
<br />and internationally. Key Port Facilities Inspected: The Port of Baltimore Seagirt Marine
<br />Terminal, The Port Authority of New York & New Jersey, The Port of Los Angeles, Port of
<br />Redwood City, Chelsea Piers NYC, Wax Marina, and Glen Cove Marina.
<br />US Navy OCONUS and CONUS Facility Condition Inspections: Inspection Team Leader.
<br />Performed inspections for the Naval Facilities Engineering Command (NAVFAC) in
<br />support of naval and other military installations within the continental United States and
<br />internationally. Key US Navy Installations Inspected: Pearl Harbor Naval Shipyard, CNIC Naval
<br />Base Guam, Naval Support Facility Diego Garcia, Naval Amphibious Base Little Creek, the
<br />Atlantic Undersea Test and Evaluation Center (AUTEC), Naval Support Activity Annapolis,
<br />Naval Air Station Patuxent River, Military Ocean Terminal Sunny Point and Naval Weapons
<br />Station Earle.
<br />MOTEMS and Energy Facility Condition Inspection and Assessments: Inspection Team
<br />Leader. Performed inspections for various waterfront energy facilities and oil terminal
<br />operators, including facilities requiring inspections in compliance with California Building
<br />Code Chapter 31, Appendix F – “Marine Oil Terminal Engineering and Maintenance
