<br />Paul Landers has 26 years of experience as a geotechnical engineer focused on the design
<br />and construction of projects in the transportation, water and wastewater treatment,
<br />environmental, commercial, and military markets. He has extensive experience with the
<br />design of deep foundations, ground improvement systems, protection of adjacent structures,
<br />and temporary shoring systems. His key strengths include developing innovative solutions to
<br />challenging problems and quality control reviews.
<br />PROJECT EXPERIENCE
<br />Bridge Fender System Analysis, Multiple Projects in Lake, Volusia, Miami-Dade, and
<br />Palm Beach County, FL: Analysis and design of bridge fender systems following the Florida
<br />Department of Transportation Structures Design Guide Volume 1 Section 3.14.D using the
<br />computer program, FB-Multipier, developed by the Bridge Software Institute at the University
<br />of Florida. This design procedure confirms that the fender system is capable of satisfying the
<br />energy requirements identified by the designer for vessel impacts. Design was provided for
<br />value-engineered alternate bid systems representing the material supplier of fiber reinforced
<br />polymer piles and components. Scope ranged from preliminary/concept analysis, through
<br />final design submissions and plan set preparation. Construction engineering was also
<br />provided to confirm as-built conditions satisfied the required design intent.
<br />National Capitol Seawall Rehabilitation, HDR Engineering, Washington, DC: Served as
<br />the lead geotechnical engineer for the design of replacement seawalls around the eastern
<br />portion of the Tidal Basin. Designed and oversaw the subsurface investigation that included
<br />traditional soil borings along with CPT and DMT testing. Ground monitoring instruments,
<br />including inclinometers, nested piezometers, ground monitoring points, and borehole
<br />extensometers, were installed in the boreholes in the Tidal Basin as well as in the borehole
<br />drilled in West Potomac Park. Provided pile design and seawall design recommendations
<br />to the design team. Also provided constructability reviews for the deep foundations which
<br />consisted of micropiles socketed into the bedrock. Helped the team prepare the RFP for the
<br />design/build contract.
<br />District Wharf DC Phase 2, Wharf Development Group, Washington, DC: Project manager
<br />for this multi-year contract which involved the combined geotechnical and environmental
<br />investigation programs for the construction of five new commercial and residential
<br />buildings sitting on a combined below grade parking structure located directly adjacent
<br />to the Washington Channel waterway and crossing over and adjacent to the WMATA Green
<br />Line Metro Tunnel. Also managed the geotechnical investigations in the water to provide
<br />design recommendations for a new bulkhead and several fixed and floating pier structures.
<br />Developed geotechnical design recommendations for the building foundations and the
<br />maritime structures. The building foundations consisted of shallow foundations bearing on
<br />rigid inclusion ground improvement in the two-level parking garage and shallow foundations
<br />bearing directly on native soils in the three-level parking garage. Managed the design of
<br />the support of excavation system used for permitting and construction supporting the
<br />Washington Channel, a 9-foot diameter DC Water outfall pipe, and adjacent structures.
<br />Assisted in the implementation and assessment of an instrumentation system installed and
<br />monitored by GEI for the WMATA tunnels, the SOE system, adjacent structures, groundwater
<br />levels, ground vibrations, utility monitoring points, inclinometers, and strain gages.
<br />RiverRenew Combined Sewer Outfall Program, AlexRenew Enterprises, Alexandria, VA:
<br />Project manager overseeing a multi-year contract consisting of the subsurface investigation
<br />program, development of geotechnical and environmental data reports, the development
<br />of project technical specifications, and the protection of adjacent structures. This project
<br />involves the design and construction of new deep tunnels to collect combined sewer
<br />overflow from the four main outfall structures in the City of Alexandria. Historic geotechnical
<br />and environmental information was collected and compiled into a common gINT enterprise
<br />database as well as a GIS database. A 3D subsurface model was developed based on all
