Alan D. Pepin, PE <br />Waterfront Engineer, Diver <br />Alan Pepin specializes exclusively in waterfront projects and is an experienced project <br />manager for above- and below-water facility inspections, material conditions and design of <br />marine structures. His experience includes inspections of steel bulkheads, timber piers and <br />wharfs as well as concrete and stone seawalls. Design experience includes passenger ferry <br />berthing facilities, cruise ship berthing, large ship fender systems, pile supported structures, <br />bulkheads and other earth retaining systems, design of steel barges, and aluminum ramping <br />systems to meet ADA and Massachusetts Architectural Access Board requirements for <br />passenger vessel services. <br />Mr. Pepin’s experience also includes the preparation of contract documents including <br />contract drawings, technical specifications and bid documents. Mr. Pepin is currently the <br />project manager on a $30 million container terminal repair project to upgrade an existing <br />berth to allow vessel berthing of post-Panama size vessels. <br />PROJECT EXPERIENCE <br />General Waterfront Engineering <br />Conley Terminal - Berth 10 Deep Draft Berth, Massachusetts Port Authority, South <br />Boston, MA: Performed QA/QC and constructability review of a new 1,275-linear-foot Steel <br />Pile Supported Heavy Load Pier (1,000PSF) and deepening program for the 10,000 TEU <br />container vessels. In addition, served as the Project Manager to oversee all construction <br />activities associated with this project. The pier provides a fender and mooring system along <br />with a 65 Ton Ship to Shore Crane Rail Foundation with provision to load these cranes from <br />the delivery vessel onto the new pier in one piece. The design includes a new steel sheet pile <br />bulkhead and is currently under construction with a cost of $120 million. Mr. Pepin is serving <br />as the construction project manager with a completion in 2021. <br />Berth 11 and 14 Structural Assessment and Rehabilitation, Massport, Boston, MA: <br />Served as Senior Team Leader for inspection and coordination of the underwater inspection <br />of over 2,500 timber foundation piles for the pier deck, over 200 steel foundation piles for <br />the crane rails, and approximately 1000 linear feet of steel/timber bulkhead. The inspection <br />findings were used to assess the structural capacity of the existing pier, as well as develop <br />repair/improvement alternatives. <br />New In-Gate & Out Gate Facilities, Massachusetts Port Authority, South Boston, MA: <br />Performed QA/QC and constructability review for the design of a 1-mile-long roadway <br />reconstruction project within the secure terminal as well as the replacement of the steel <br />bulkhead and deck strengthening. Mr. Pepin also served as the construction project manager <br />of the $35 million project including document control through Massport’s document sharing <br />portal. <br />T Wharf Replacement, Town of Plymouth, Plymouth, MA: Performed site inspection <br />of the existing facility and design of the replacement piers for use by commercial fishing <br />vessels. Effort included design of concrete piers, jib cranes, timber boardwalk together with <br />development of contract drawings and technical specifications. <br />Bulkhead Replacement, Town of Orleans, Orleans, MA: Oversaw the existing site <br />investigation and was responsible for design of the 270 linear feet of steel sheet pile bulkhead <br />with tiebacks, timber pier, and preparation of contract drawings and technical specification. <br />Provided review of construction phase documents and assistance during the construction <br />phase. <br />Bulkhead Repair, Braintree Electric, Braintree, MA: Performed inspection of steel sheet <br />pile bulkhead documenting significant corrosion and poor condition followed by analysis <br />and development of design alternatives for the bulkhead replacement.
