Benjamin S. Spratford
<br />Coastal Resources Specialist, Project Manager
<br />Benjamin Spratford has nine years of experience in coastal project management, planning,
<br />permitting, and supervision to advance projects for government, industry, and private
<br />clients. With a background in coastal geology, he provides in depth knowledge of coastal
<br />processes, coastal resiliency planning/analysis, and coastal flood/erosion mitigation. He also
<br />has wide-ranging experience in permitting of numerous coastal projects in the New York area,
<br />including coastal structures, natural nature-based features, and linear infrastructure projects.
<br />PREVIOUS PROJECT EXPERIENCE
<br />Coastal and Waterfront
<br />Shirley Chisholm State Park, New York State Office of Parks, Recreation, and Historic
<br />Preservation (NYSOPRHP), Brooklyn, NY: Permitting Manager/Deputy Project Manager as
<br />part of the permitting and design team tasked to develop a new state park located on the
<br />410-acre former Pennsylvania and Fountain Avenue Landfills for the New York State Office of
<br />Parks, Recreation, and Historic Preservation (OPRHP). Coordinated with numerous permitting
<br />and stakeholder agencies including the New York City Department of Environmental
<br />Protection (DEP), the U.S. Army Corps of Engineers (USACE) New York District, National
<br />Parks Service (NPS), and the New York State Department of Environmental Conservation
<br />(NYSDEC). Prepared State Environmental Quality Review (SEQR) documentation, Joint
<br />Permit Application packages as well as agency consultation correspondence and supporting
<br />technical documentations to NOAA NMFS for Section 7 and Essential Fish Habitat, New York
<br />State Department of State (NYSDOS) for Coastal Zone Consistency, and the New York City for
<br />the Waterfront Revitalization (NYCWRP) Program. Additionally, coordinated the invasive plant
<br />species management and control for the park.
<br />Indian Island County Park Living Shoreline, Suffolk County Parks, Riverhead, NY: As
<br />Permitting/Coastal Resources Specialist and Designer, drafted a comprehensive report to
<br />analyze chronic erosion along a coastal headland in Suffolk County Park and to develop
<br />sustainable long-term coastal stabilization recommendations for stakeholder (Suffolk
<br />County). The report included an assessment of site/storm characteristics, historic erosion
<br />causes, sediment budget, historical shoreline change and coastal dynamics, as well as the
<br />recommendation of a living shoreline to limit future erosion. Acted as liaison for the county
<br />and prepared all permit applications to implement one of the first emergent rock sill living
<br />shoreline projects on Long Island.
<br />Tiana Beach Emergency Levee Project, Town of Southampton/Suffolk County, Hampton
<br />Bays, NY: Project Manager from commencement to completion of this project to place 50,000
<br />cubic yards of sand into an emergency levee to prevent incipient breach of the barrier island.
<br />Duties included getting all necessary permits and approvals, coordination between town,
<br />county, and state officials (NYSDEC); management of the four-month project construction;
<br />and communications with stakeholders (e.g., state-funded, county landowner, town
<br />landowner, and community stakeholders).
<br />Sagaponack/Bridgehampton-Watermill BECD Beach Nourishment, Town of
<br />Southampton, Southampton, NY: Permit Specialist and Environmental Compliance
<br />Manager - provided project management/supervision and permit compliance on 2.55
<br />million cubic yard beach nourishment along six miles of Atlantic Ocean beach in the Town
<br />of Southampton. Project tasks including design, permitting, communication (contractor,
<br />engineer, town, regulators, and public), environmental monitoring, and overall project
<br />direction. Additionally, assisted in the implementation of the two Beach Erosion Control
<br />Districts (BECD) with the Town of Southampton and the planning, as well as construction of
<br />the project (in less than one year).
<br />FEMA HMGP Phase 1 Application, Breezy Point Cooperative, Queens, NY: Coastal
<br />Resources Specialist - assisted in the generation of numerous scientific and technical
<br />documents, in support of a FEMA Hazard Mitigation Grant Program Phase 1 application for
<br />$58 million that was approved for Phase 2 (Design & Permitting). Following Superstorm
