Sandy, the Breezy Point Cooperative, Inc. applied for a FEMA
<br />HMGP grant to fund necessary flood and erosion protection to
<br />their vulnerable community. During the application process, in
<br />addition to the generation of numerous technical documents,
<br />assisted in project coordination with members of, Breezy
<br />Point Cooperative, Inc., NYS Division of Homeland Security &
<br />Emergency Services, NYS Governor’s Office of Storm Recovery,
<br />and the New York City Office of Emergency Management
<br />to discuss the execution of the project and timeline for
<br />deliverables.
<br />U.S. Army Corps of Engineers (USACE) Downtown
<br />Montauk Interim Stabilization Project, Town of East
<br />Hampton, Montauk, NY: As Coastal Resources Specialist,
<br />conducted an independent Benefit Cost Analysis for the
<br />Town of East Hampton to justify the expansion of proposed
<br />USACE Downtown Montauk Interim Stabilization Project.
<br />Worked with members of the USACE NY District Planning
<br />and Engineering departments, as well as USACE contractors
<br />to obtain and analyze existing benefits (e.g., costs avoided,
<br />damages avoided, etc.). Reassessed current benefits to
<br />generate a supplementary Benefit Cost Analysis that resulted
<br />in the USACE increasing the scope of the project (additional
<br />beachfill).
<br />Quogue Beach Nourishment Permitting, Village of
<br />Quogue, Quogue, NY: Permitting Specialist – was part of the
<br />interdisciplinary permitting team that prepared all federal,
<br />state, and local regulatory applications for a 1.1 million cubic
<br />yard beach nourishment project along 2.7 miles of Atlantic
<br />Ocean shoreline in the Village of Quogue, NY. Permits were
<br />received to dredge beach compatible sand from an offshore
<br />barrow area and pump the material onto the beach to provide
<br />protection against flooding and erosion and increase coastal
<br />resiliency within the community.
<br />Reel Point Preserve Coastal Processes Analysis Report,
<br />Peconic Land Trust/Town of Shelter Island, Shelter Island,
<br />NY: Project Manager – developed a comprehensive technical
<br />report that analyzed the site and storm conditions as well as
<br />the causes of erosion along the Reel Point Preserve in Shelter
<br />Island. The report additionally developed and ranked a series
<br />of potential mitigation alternatives to provide protection to
<br />the Reel Point shoreline and slow the rate of erosion occurring
<br />at the site.
<br />East Quogue Overwash Emergency Dune Restoration
<br />Project, Town of Southampton, East Quogue, NY: Project
<br />Manager for both the permitting and construction of an
<br />10,000 cubic yard emergency dune restoration project
<br />to prevent a breach of the Atlantic Ocean barrier island.
<br />Worked diligently with the client and regulators to get all
<br />necessary permit approvals to complete the project in a very
<br />compressed timeframe given the emergency nature of the
<br />situation and a fast-approaching time of year restriction for
<br />nesting shorebirds. Additionally, managed the construction
<br />of the project to ensure environmental compliance with all
<br />applicable regulations and quality control to confirm the
<br />contractor properly executed the design and specifications.
<br />Dune Restoration and Beach Scraping, Breezy Point
<br />Cooperative, Queens, NY: Permitting/Coastal Resource
<br />Specialist – was part of the team that prepared all permit
<br />applications to reconstruct the ocean dune following
<br />Hurricane Sandy. Was also part of the team that received
<br />all necessary regulatory approvals to conduct beach
<br />scraping efforts on an annual basis to enhance the ocean
<br />dune to increase protection against flooding and erosion.
<br />Managed the beach scraping efforts on an annual basis to
<br />ensure compliance with all applicable permit regulations.
<br />Additionally, coordinated with the Cooperative annually on
<br />a stakeholder outreach program in which the community
<br />planted the newly established dunes with beach grass.
<br />Village Improvement District Living Shoreline, Village of
<br />Westhampton Dunes, West Hampton Dunes, NY: Project
<br />Manager for both the permitting and construction of a living
<br />shoreline project along the shoreline fronting eight residences
<br />in Moriches Bay within a Village Improvement District. The
<br />project utilized both structural and natural nature-based
<br />features to provide stabilization and protection to a chronically
<br />eroding shoreline.
<br />Olcott Harbor Breakwater, Village of Olcott, Olcott, NY:
<br />Permitting Specialist – Member of the permitting team for the
<br />Olcott Harbor Breakwater project in Lake Ontario. The project
<br />consists of the construction of a breakwater in front of the
<br />entrance of Olcott Harbor and the lining and extension of the
<br />existing jetties with rip-rap to decrease flooding and wave
<br />action within the harbor. As part of the permitting team, lead
<br />the preparation of the Joint Permit Application Packages to
<br />the USACE and NYSDEC. Also led the NYSDOS Coastal Zone
<br />Consistency/ Local Waterfront Revitalization Program policy
<br />assessments and headed the preparation of SEQR Part 2 and 3
<br />for the project. Additionally, supported the USACE Section 408
<br />application which was necessary as a result of the alteration of
<br />the federal owned/maintained jetties.
